About this opportunity
Seminole County, Florida is issuing an Invitation for Bid (IFB-5209-26/RLH) for emergency maintenance of traffic (MOT) services to support utility repair operations on an as-needed basis. The procurement seeks a qualified vendor to provide all labor, equipment, materials, supervision, and incidentals necessary to implement and maintain temporary traffic control measures, including roadway closures, traffic detours, lane reductions, sidewalk closures, and pedestrian detours in compliance with the Manual on Uniform Traffic Control Devices (MUTCD) and applicable state Department of Transportation standards. Key deliverables include furnishing and maintaining traffic control devices such as signs, cones, barricades, arrow boards, and message boards; providing certified flaggers; mobilizing and responding to emergency calls within 1-2 hours; and removing all MOT devices upon completion. The selected contractor must demonstrate a minimum of three satisfactory years of experience in similar work and must be fully licensed and certified for the type of work performed in Florida. The IFB was released on April 21, 2026, with a question submission deadline of May 8, 2026, at 5:00 p.m., and a proposal submission deadline of May 20, 2026, at 2:00 p.m. Electronic bids must be submitted through the County's e-Procurement Portal with public opening conducted via Microsoft Teams. Award will be made to the Lowest Responsible Bidder based on low total price and line-item evaluation across 18 line items including MOT crews, supervisors, arrow boards, traffic control devices, closure setups, and after-hours emergency services, with bids remaining firm for 120 days post-opening and one year following contract execution.
The contract contains no specific set-aside designations for disadvantaged enterprises documented in the available materials. All bidders must comply with insurance requirements including Workers' Compensation at statutory limits, Commercial General Liability with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, and Business Automobile Liability with a combined single limit of $1,000,000. Additional compliance requirements include drug-free workplace certification, public entity crime restrictions, E-Verify registration for all new employees, and various federal attestations regarding foreign countries of concern, anti-human trafficking, and Americans with Disabilities Act compliance. The term contract agreement provides an initial term of three years from the date of execution with options for two successive one-year renewal periods contingent upon fund availability, subject to a three-month probationary period during which the County may terminate at any time with or without cause. Compensation is provided on a fixed fee basis at rates outlined in the contract exhibits with all reimbursable expenses included in the fixed fee amount, invoiced monthly with payment made in accordance with Florida Statutes Chapter 218, Part VII. If the contract involves disaster relief or emergency work funded through federal grants, FEMA requirements apply including Davis Bacon Act wage requirements for construction contracts exceeding $2,000 and compliance with federal equal employment opportunity, Clean Air Act, and debarment provisions. No specific budget range or award value is disclosed in the procurement documents; however, the County makes no commitment regarding the number of Purchase Orders or guarantees that any orders will be issued during the contract term and reserves the right to contract with other parties for similar services when deemed in the County's best interest.
