About this opportunity

The City of Austin, Texas is issuing RFP 1100 DCM3046 for emergency and non-emergency spill response clean-up and restoration services covering both hazardous and non-hazardous oil and chemical spills throughout the Austin Energy service area, including all of Travis County and substations in surrounding counties. The procurement seeks qualified contractors to provide comprehensive spill response across three categories: Category 1 for potentially hazardous spills containing PCBs at 50 ppm or greater; Category 2 for non-hazardous spills with less than 50 ppm PCBs; and Category 3 for industrial remedial project support and equipment cleaning. Contractors must maintain 24-hour availability with qualified personnel and equipment mobilizing within one hour for emergency responses and within eight hours during regular working hours, provide all necessary labor, equipment, tools, safety devices, and supplies, and restore sites to regulatory compliance under EPA 40 CFR 761 Subpart G and TCEQ 30 TAC 327. Required personnel qualifications include valid OSHA HAZWOPER 40-hour certification with annual refresher training, appropriate Personal Protective Equipment, and a minimum of two years of documented spill response experience with verifiable references for comparable projects completed within the past five years. Pricing proposals must be submitted across six categories including non-emergency and emergency response labor at various PPE levels, equipment rentals (emergency response trucks, vacuum trucks, excavators, and containers), and supplies, with the lowest-priced offeror receiving maximum points and remaining points distributed proportionally. A pre-offer conference is scheduled for April 22, 2026, from 1:00 p.m. to 2:00 p.m. via Microsoft Teams (optional attendance); questions must be submitted by April 29, 2026; and offers are due May 14, 2026, at 2:00 p.m. with opening at 4:00 p.m. the same day. Evaluation will be based on technical approach, personnel qualifications, and pricing, with contracts executed by the City Manager or following Austin City Council authorization depending on contract value.

The City offers optional local business and small business preference points (up to 10 points each) based on aggregate proposal value and requires participation in the minority and women-owned business enterprise (M/WBE) procurement program if applicable. All contractors must comply with the City's living wage requirement of $22.05 per hour for all directly assigned employees and subcontractors, complete wage theft training within 30 days of contract award, and maintain comprehensive insurance coverage including worker's compensation ($1,000,000 minimum), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), business automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000), umbrella/excess liability ($5,000,000), and environmental impairment/pollution liability ($1,000,000 per occurrence/$2,000,000 aggregate). Performance and payment bonds are required for individual projects exceeding $150,000, and a five percent bid bond is required with all proposals. All contractor personnel are subject to personnel risk assessment including criminal background investigation and must obtain City-issued identification badges for site access. The contract is structured as an indefinite quantity agreement with an initial term of 24 months and optional renewal for up to three additional 12-month periods at the City's sole discretion; no minimum order quantities are specified unless stated in individual orders, and the City reserves the right to award a single contract based on overall low cost or make multiple awards based on individual line items or other criteria deemed advantageous. No specific award value or budget range is disclosed in the solicitation documents.
