About this opportunity
The City of Austin, Texas is soliciting bids under IFB 2200 AAM1025 for roll-off hauling and grit disposal services for Austin Water operations, with questions due November 6, 2026 at 5:00 p.m. CT and offers due November 26, 2026 at 2:00 p.m. CT. Local and small business preferences are optional: offerors headquartered in the Austin-Round Rock-San Marcos Metropolitan Statistical Area, or holding recognized small business certification, may receive a bid discount of 5% on bids up to $500,000 or 3% on bids between $500,000 and $50 million. The City has established no MBE-WBE goals and no minority or women-owned set-asides.
The contractor must transport, handle, and dispose of grit, screenings, and debris from City-owned 20-cubic-yard roll-off containers and furnish one leased 10-cubic-yard roll-off container. Materials are primarily inorganic solids with typical wastewater organic content. Estimated annual volume is 6,000 cubic yards and 500 hauls, and the 10-yard container is estimated for 60 months. Offerors must designate key personnel and a Single Point of Contact with full authority to dispatch personnel and make decisions, and must provide three verifiable references for similar services performed within the preceding five years. Employees directly assigned to the contract must earn a minimum living wage of $22.15 per hour under the City's Living Wage Program. Offerors must also certify compliance with the Wage Theft Prevention Ordinance, non-debarment, non-collusion, conflict-of-interest requirements, and additional Texas and Austin code provisions.
Pricing uses unit prices with no more than four decimal places and must include all labor, equipment, transportation, administrative costs, and overhead. Category 3 emergency and non-scheduled services are provided for information only and are not scored. Prices remain firm for the first twelve months, after which adjustments may be requested up to the percentage change in the Bureau of Labor Statistics index for Waste Collection and Remediation Services. The contract commences upon execution and continues until all obligations are performed, with the City holding an option to extend. Award goes to the responsible offeror submitting the low responsive bid, considering best value and applicable preference discounts. The City may award a single contract or multiple awards by category or line item.
The solicitation was published October 26, 2026. Offers must be submitted electronically through Austin Finance Online's eResponse function, with electronic opening at 3:00 p.m. CT on November 26, 2026. An Anti-Lobbying Ordinance no-lobbying period applies from publication through 60 days after Council authorization.
