About this file

This is a Solicitation Addendum issued by the City of Austin Financial Services—Central Procurement for RFP 1100 DCM3046, concerning emergency and non-emergency spill response clean-up and restoration services for the Austin Energy service area. The addendum, dated May 6, 2026, revises the Price Sheet and Solicitation Cover Sheet and provides clarifications to bidders through a question-and-answer format addressing critical operational details. Key clarifications include confirmation that Category 4 Equipment estimated annual quantities are measured in hours; Category 5 supply drums are typically steel rather than poly; the 2-hour response timeline for additional equipment is mandatory, measured from Spill Coordinator notification; equipment storage capacity at Kramer Lane Service Center is limited to 1-2 vehicles on a job-by-job basis; bulk waste storage should not exceed 20 cubic yards without poly sheeting and cover; the 4-hour minimum demobilization charge applies to all emergency responses; and the City expects 4-6 emergency callouts annually. A pre-offer meeting was held on April 22, 2026, via Microsoft Teams with attendance from City of Austin personnel, Austin Energy representatives, and three potential bidders (Lonestar Hazmat, DRC Emergency Services, and BioRemedy). The solicitation closing date remains May 14, 2026, at 2:00 p.m., with offer opening at 4:00 p.m. the same day.

The addendum specifies that soil, mineral oil, and water analytical samples will be processed at Austin Energy's internal Holly Lab facility at no cost to the contractor. Kramer Lane is confirmed as the only authorized location for drum drop-off. No breakdown of the past three years of emergency callouts by category was available, though Austin Energy has had two projects exceeding the $150,000 threshold requiring Payment and Performance Bonds in the past four years. Information regarding the current incumbent contractor is available only through a Public Records Request. All offerors must return one executed copy of the addendum with their proposal prior to the solicitation closing date, with failure to do so potentially constituting grounds for offer rejection.

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Revised 10/01/2024

Solicitation: RFP 1100 DCM3046 Addendum No: 01 Date: May 6, 2026

This addendum is to incorporate the following changes to the above referenced solicitation:

1.0 Clarifications:

1.1 The Price Sheet published with the solicitation has been deleted and replaced with the following, labeled Price Sheet Revision 1.

1.2 The Solicitation Cover Sheet published with the solicitation has been deleted and replaced with the following, labeled Solicitation Cover Sheet Version 1

2.0 Questions:

Q1 Question: On the Pricing Sheet, Category 4 Equipment, for the Estimated Annual Quantity – is this to be interpreted as hours or days?

Q1 Answer: That is in hours. Reference Pricing Sheet R1.

Q2 Question: On the Pricing Sheet, Category 5, Supplies Item 5.7, are the Drum-55 gal, open top drums to be poly or steel?

Q2 Answer: The drums will typically be steel drums. Reference Pricing Sheet R1.

Q3 Question: How many individual projects from the past contract exceeded the $150,000 threshold and required Payment and Performance Bonds?

Q3 Answer: Austin Energy has had 2 projects in the past 4 years

Q4 Question: On the Pricing Sheet, Additional Equipment Required, can you confirm the 2-hour response timeline?

Q4 Answer: The 2-hour response time is confirmed as a requirement. This is from the time that the Spill Coordinator determines that additional equipment is needed.

Q5 Question: What is the available capacity for storing response equipment at the Kramer Lane Service Center and are there any restrictions on the types of equipment that can be kept there?

Q5 Answer: Capacity is limited. Austin Energy can typically accommodate 1-2 passenger or service vehicles and possibly more with sufficient notice with the understanding that it is on a job-to-job basis and not to for longer than the duration of the given task.

Q6 Question: For older, unlabelled transformers where PCB concentrations are unknown, should the contractor automatically default to Category 1 (Potentially Hazardous) response protocols and Level C PPE until testing is completed?

Q6 Response: Austin Energy will be on site to evaluate and direct based on process knowledge.

Q7 Question: Bulk waste storage: For soil piles exceeding 50 cubic yards, what is the City's preferred method for on-site management if immediate transport to a designated location is not feasible?

Q7 Response: Bulk waste for storage should not exceed 20 cubic yards. Larger projects will require poly sheeting and cover. Austin Energy EFS will determine and consult as needed and possibly require a quote with details

SOLICITATION ADDENDUM

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Revised 10/01/2024

Q8 Question: Does the 4-hour minimum charge for demobilization from a site in less than four hours apply to both Category 1 (Hazardous) and Category 2 (Non-Hazardous) emergency responses?

Q8 Response: The 4-hour minimum charge for demobilization from a site in less than four hours is applicable to all Emergency Responses - Demobilization from Site – Category 2, Item 2.7 of Price Sheet.

Q9 Question: Can the agency share the last 3 years of figures for all 3 categories when emergency was called?

Q9 Response: We don’t have that breakdown readily available, but we expect about 4-6 emergency callouts per year.

Q10 Question: While the Kramer Lane Service Canter is the primary designated drop-off, what other locations are currently anticipated for off-loading drums at the end of each working day?

R10 Response: Kramer is the only area for drum drop-off

Q11: Who is the current incumbent?

Q11 Response: This information can be obtained through a Public Records Request.

Q12: Question: How should analytical laboratory fees for soil, water, or air sampling be billed?

Q12 Response: Soil, mineral oil and water samples will be processed and analysed at our internal Holly Lab facility. The Contractor will not be responsible for analytical costs.
