About this opportunity
The City of Arlington is soliciting competitive bids for driveway and paving improvements at Arlington Fire Department Station 15, located at 906 Eden Road, Arlington, Texas 76001. This construction project requires the removal and disposal of existing concrete pavement (2,564 square yards), sidewalks (173 square yards), and curbs (1,190 linear feet), followed by replacement with new concrete pavement, sidewalks, and curbs, including preparation and installation of required base and subgrade materials. All work must be performed in accordance with final plans and specifications prepared by Simon Engineering & Consulting, dated February 11, 2026, and must comply with North Central Texas Council of Governments Standard Specifications for Public Works Construction. The project will be executed in three construction phases to maintain emergency vehicle accessibility, with concrete pavement specified at 3,600 PSI minimum with #4 reinforcing bars spaced at 24-inch centers, ADA-compliant curb ramps with detectable warning surfaces, and comprehensive erosion control measures in compliance with TPDES General Permit TXR150000. Bidders must provide evidence of successfully completing similar public and private construction projects over the past five years, submit a Company Project History form listing municipal projects, provide resumes of the proposed project superintendent, furnish three professional references with contact information, and complete all required qualification forms including a Qualifications Questionnaire and Contractor Qualifications documentation. The bid submission deadline is March 12, 2026, with electronic submission strongly encouraged through the City's Bonfire Portal at https://arlingtontx.bonfirehub.com/projects; paper bids must be submitted in sealed envelopes labeled with company name, solicitation number, and project title and will not be accepted if late. Public bid opening will occur at City Office Tower, 101 S. Mesquite Street, Arlington, Texas 76010, at approximately 2:00 P.M. CST after the close date. The contractor must commence work upon receipt of Notice to Proceed and complete the project within a specified number of calendar days, with liquidated damages assessed at $500 per calendar day for delays beyond substantial completion.
The City of Arlington requires all bidders to comply with prevailing wage rate requirements and mandates that contractors certify their commitment to using diligent efforts to purchase goods and services from Arlington businesses whenever comparable in availability, quality, and price through execution of the Contractor's Certificate of Target Arlington Compliance. Bidders must demonstrate Texas residency or, if non-resident, disclose their state of origin and the percentage by which their bid must be lower than resident bidders as required by Texas Government Code section 2252.002; failure to complete the residency statement will automatically disqualify the bid. All contractors must provide performance bonds, payment bonds, and maintenance bonds each equal to 100 percent of the contract sum and maintain Commercial General Liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, Workers' Compensation at statutory limits, and Umbrella Liability of $2,000,000, with the City named as an additional insured and a waiver of subrogation on all liability policies. Contractors and all major subcontractors involved in paving construction must be listed on the Arlington Engineering and/or Water Department's Approved Contractor List if the project includes public water, sewer, or street construction. Payment will be made monthly on approved invoices reduced by five percent retainage in accordance with the Texas Prompt Payment Act on Net 30 Day terms, with final payment due upon completion of all close-out documentation. The solicitation documents do not disclose an incumbent vendor, current contractor, or specific budget range for the project; however, the geotechnical investigation recommends a concrete pavement thickness of 7.0 inches with stabilized subgrade options including lime and cement stabilization, select fill, or flexible base, which will influence the final contract award value.
