About this opportunity

The Nevada State Purchasing Division, on behalf of the Nevada Office of Emergency Management, is requesting proposals for disaster response and recovery services on a pre-positioned, multi-award contract basis, with proposals due August 21, 2026 at 2:00 p.m. Pacific Time.

The State intends to award multiple contracts to ensure rapid deployment of capabilities across Nevada's 17 counties and 28 tribal nations. Vendors must identify specific service capabilities from eight primary categories: EOC Augmentation, Individual Assistance, Public Assistance, Damage Assessment, Interim Housing, Debris Removal, Case Management, and Resource Center Operations. Each vendor specifies geographic coverage (statewide, regional, or by county), mobilization timeframes (12–24 hours depending on service type), capacity limitations, and unit pricing. Personnel must be deployable within the stated timeframe and self-sufficient for minimum 72-hour periods. Key qualifications include NIMS/ICS training certifications, FEMA program expertise, certified damage assessment teams, licensed case managers, and multilingual staff capable of serving rural and tribal communities. Cultural competency and established tribal relationships are preferred. Contracts remain dormant until activated by Presidential disaster declaration, Governor's emergency declaration, or state-authorized pre-positioning and carry no guaranteed minimum service volumes or dollar values.

Evaluation is pass/fail for conformance and responsiveness, with weighted scoring: 25% demonstrated experience and qualifications including tribal and rural experience, 20% rapid-mobilization capacity across Nevada's geography, 25% technical approach and methodology, 15% key-personnel expertise and availability, and 15% cost. Nevada-based businesses receive a 5% preference. The initial contract term is four years beginning November 10, 2026, with options to renew for two additional one-year extensions if agreed upon by both parties and in the State's best interest.

Mandatory requirements include nevadaepro.com registration, valid Nevada business license, active SAM.gov registration, compliance with Nevada law, agreement not to boycott Israel, data encryption and stateside data maintenance, financial statement submission with Dun & Bradstreet numbers, and disclosure of contract failures, litigation, or conflicts of interest. Contractors must maintain Commercial General Liability of $2 million aggregate / $1 million per occurrence, Automobile Liability of $1 million combined single limit, Workers' Compensation at statutory rates with $100,000/$500,000 Employers' Liability limits, and Professional Liability of $1 million per claim / $2 million aggregate. The State of Nevada must be named additional insured on all policies. Questions are due July 29, 2026; client references due August 19, 2026. Vendor presentations are scheduled September 7–18, 2026, with Notice of Intent expected September 25 and Notice of Award estimated October 1, subject to Board of Examiners approval by November 10.
