About this file

This Service Identifier Spreadsheet is a proposal submission template created by the Nevada Office of Emergency Management for vendors responding to the state's pre-positioned disaster response and recovery services contract. Vendors must identify which specific service capabilities they propose to provide across eight primary capability areas: EOC Augmentation, Individual Assistance, Public Assistance, Damage Assessment, Interim Housing, Debris Removal, Case Management, and Resource Center Operations, with a ninth category for Logistics and Operational Support. For each selected sub-capability, vendors must specify geographic coverage (statewide, regional, by county, or by specific Nevada tribal nation), mobilization timeframe in hours from activation notice, unit pricing or rate structure, and any capacity limitations or deployment constraints. The spreadsheet includes detailed sub-capabilities under each category, such as FEMA program specialists, damage assessment teams, case managers, and equipment operators, with multiple new services added per amendment including data management compliance, long-term recovery coordination, and monitoring and inspection services. The contract is a multi-award pre-positioned arrangement with proposals due August 21, 2026, at 2:00 p.m. Pacific Time, with vendor presentations scheduled for September 7-18, 2026, Notice of Intent expected September 25, 2026, and Notice of Award estimated October 1, 2026. The initial contract term is four years beginning November 10, 2026, with options to renew for two additional one-year extensions.

The contract carries no guaranteed minimum service volumes or dollar values, as contracts remain dormant until activated by Presidential disaster declaration, Governor's emergency declaration, or state-authorized pre-positioning. Vendors must maintain Commercial General Liability of $2 million aggregate/$1 million per occurrence, Automobile Liability of $1 million combined single limit, Workers' Compensation at statutory rates with $100,000/$500,000 Employers' Liability limits, and Professional Liability of $1 million per claim/$2 million aggregate, with the State of Nevada named as additional insured. Personnel must be deployable within stated timeframes and self-sufficient for minimum 72-hour periods. Nevada-based businesses receive a 5% preference in scoring. Evaluation is pass/fail for conformance and responsiveness, with weighted scoring of 25% demonstrated experience and qualifications including tribal and rural experience, 20% rapid-mobilization capacity across Nevada's 17 counties and 28 tribal nations, 25% technical approach and methodology, 15% key-personnel expertise and availability, and 15% cost. Questions are due July 29, 2026, and client references are due August 19, 2026.
