About this opportunity
The City of Detroit is seeking qualified firms for Detroit Supply Schedule No. 9, a pre-qualified vendor list for Engineering, Design, Program Management, Construction Management, and Planning Services, through Request for Qualifications (RFQQ) No. 185300. This open enrollment supply schedule encompasses multiple service disciplines including Electrical, Civil, Mechanical, Structural, Architectural, Geological, and Environmental Engineering; Construction Engineering & Inspection; and Planning & Development Services. Respondents may apply for one or more of seven scopes of work: Design Engineering Services, Construction Engineering & Inspection Services, Electrical Design Engineering Services, Architectural & Engineering On-Call Services, Transportation Planning and Engineering Design Services, Landscape Design Services, and Planning & Development Services. Specific deliverables and service categories vary by discipline and include architectural feasibility studies and construction documentation, structural assessments and demolition design, HVAC and electrical systems design, construction inspection and material testing, traffic signal and streetscape design, landscape architecture and environmental site assessments, and planning services encompassing public engagement, market analysis, historic preservation, and urban design. Minimum qualifications require five years of relevant experience, current Michigan Professional Engineer Licenses or relevant business authorization, demonstrated financial capacity through certified financial statements for the previous three years, and submission of at least three to five project references from the past five years demonstrating similar scope and size. Respondents must submit comprehensive proposals electronically through the City of Detroit Procurement Portal by 4:00 pm on June 30, 2026, including cover pages, respondent questionnaires, organizational charts with key personnel resumes, pricing schedules with fees or hourly rates by staff classification, required notarized affidavits and federal compliance forms, three years of financial statements, proof of System for Award Management (SAM) registration for federally funded projects, and City of Detroit Treasury Clearance prior to City Council approval. Pre-qualifications granted are valid through December 31, 2029, and approved firms will compete for individual projects on a project-by-project basis as they are issued, with no guarantee of minimum work volume.
The procurement is open to all eligible businesses meeting minimum qualifications, with no specific set-asides for disadvantaged or minority-owned enterprises noted in the primary documentation, though federal Disadvantaged Business Enterprise (DBE) participation goals may apply on a project-by-project basis for FTA-funded work. Respondents and all subcontractors must comply with comprehensive federal and local compliance requirements including the Davis-Bacon Act prevailing wage requirements, Byrd Anti-Lobbying Certification for awards exceeding $100,000, Equal Employment Opportunity and non-discrimination provisions covering race, color, religion, sex, sexual orientation, gender identity, and national origin, Detroit City Code Chapter 17 hiring policies prohibiting criminal history inquiries before interviews, and debarment and suspension verification through SAM. All contractors must maintain Workers' Compensation insurance at statutory minimums, Employers' Liability coverage of $500,000 per occurrence, Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, and Errors and Omission/Cyber Liability Insurance of $1,000,000 per claim/$5,000,000 aggregate, with the City named as additional insured. No specific award values or contract ceilings are established at pre-qualification; instead, compensation will be determined through individual project solicitations using mechanisms such as not-to-exceed labor rates by job classification with consultant overhead markups, percentage charges for construction, administration fees, or other arrangements negotiated on a project-specific basis. The City reserves the right to remove suppliers from the approved list for egregious substandard workmanship or unsatisfactory work product, and future project assignments may be impacted by work performance quality during the pre-qualification validity period extending through December 31, 2029.
