About this file

This is a Request for Qualifications (RFQQ) document issued by the City of Detroit's Office of Contracting and Procurement establishing the Detroit Supply Schedule No. 9, a pre-qualified vendor list for Engineering, Design, Program Management, Construction Management, and Planning Services. The City seeks qualified firms to provide services across multiple engineering disciplines including Electrical, Civil, Mechanical, Structural, Architectural, Geological, and Environmental Engineering, as well as Construction Engineering & Inspection and Planning & Development Services. This is an open enrollment supply schedule available to all eligible businesses, with rolling submissions accepted periodically for review. The application deadline for the first round of projects is 4:00 pm on Tuesday, June 30, 2026, with pre-qualifications valid through December 31, 2029. Receipt of applications will close 90 days prior to the December 31, 2029 expiration date. Approved vendors will be placed on a pre-qualified supplier list submitted to Detroit City Council for approval and will subsequently compete for City work on a project-by-project basis through normal solicitation processes. Acceptance to the Supply Schedule does not guarantee business awards.

Minimum qualifications for engineering services require five years of experience, Michigan business authorization, a current Michigan Professional Engineer License issued or renewed within two years, relevant education and training, and demonstrated financial capacity through certified financial statements. Planning and Development Services have tailored minimum qualifications for specific subcategories including public engagement support, market and feasibility analysis, historic preservation, urban design visualizations, implementation and project development, and land use and zoning, each requiring five years of relevant experience and specific deliverable examples. Applicants must submit complete proposals including cover page, respondent questionnaire, organizational overview, pricing information, required forms and affidavits, sample contracts, departmental scopes of work, and financial statements for the previous three years. All proposals must be submitted electronically through the City of Detroit Procurement Portal, with faxed or mailed submissions not accepted. The City may remove suppliers from the approved list for egregious substandard workmanship or unsatisfactory work product, and future project assignments may be impacted by work performance quality.
