About this file

This is a professional services specification attachment for the City of Detroit's General Services Department (GSD) Landscape Design Unit, which is seeking qualified vendors to provide comprehensive engineering and design services for various public spaces. The specification outlines five primary service categories: surveying services (boundary surveys, topographical surveys, aerial surveys, control surveys, GPS mapping, and GIS services); civil engineering services (drainage systems, water supply and distribution, earthwork, pavements, trails, bike paths, and transportation elements); environmental engineering services (Phase I and II environmental site assessments, remedial investigations, underground storage tank removal, hazardous waste management, and asbestos abatement); due care plans for contamination management; and construction administration services. Additionally, the GSD requires landscape architecture services including the production of design and construction documents, park master plans, and community engagement activities. Vendors must demonstrate a minimum of five years of experience providing the requested services on projects of similar scope and size, and must provide five professional references demonstrating prior relevant work experience.

The specification does not establish specific pricing terms, set-asides, or contract values within this attachment. Instead, this professional services specification operates as part of Detroit Supply Schedule No. 9, an open enrollment, rolling-basis pre-qualified vendor list valid through December 31, 2029. Approved firms will be eligible to compete for individual projects as they are issued, with compensation structures determined on a project-by-project basis through mechanisms such as administration fees, percentage charges for construction, or other subcontracted service arrangements. This approach allows the GSD to maintain a roster of qualified vendors across multiple engineering and design disciplines without committing to specific projects or funding allocations at the time of pre-qualification.
