About this file
This is an attachment to a Request for Qualifications for the Detroit Supply Schedule No. 9, outlining the Planning & Development Services (PDD) scope of work for the City of Detroit Planning & Development Department. The City is seeking qualified firms to provide on-call services supporting neighborhood planning studies, land use strategy, and citywide development initiatives. Services encompass six primary disciplines: public engagement support (community meetings, multilingual materials, surveys, and online platform moderation); market and feasibility analysis (real estate analysis, development pro formas, property value studies, and commercial corridor evaluation); historic preservation (cultural asset inventories, reuse feasibility analysis, and preservation integration); urban design visualizations (2D/3D renderings, street-level perspectives, and massing models); implementation and project development (capital project packaging, grant funding preparation, site surveys, and partnership mapping); and land use and zoning support (zoning amendments and background analysis). The pre-qualification process is open enrollment with rolling submissions accepted on a rolling basis, and pre-qualifications are valid through December 31, 2029.
The Supply Schedule No. 9 is a pre-qualified vendor list mechanism rather than a project-specific solicitation, allowing approved firms to compete for individual projects as they are issued. Firms meeting minimum qualifications and approved by Detroit City Council will be added to the supply schedule. No specific pricing terms, set-asides, or funding amounts are detailed in this attachment, as selections will be made on a project-by-project basis once firms are pre-qualified. The arrangement allows the City to efficiently access specialized expertise across multiple planning disciplines to supplement internal PDD capacity while emphasizing design quality, community engagement, and real-world feasibility in equitable planning efforts.
