About this opportunity
Pinellas County, Florida is seeking professional engineering services for the Crystal Beach Drainage and Roadway Improvements project (PID 003896A) through a Consultants' Competitive Negotiation Act (CCNA) Request for Qualifications (RFQ). The project aims to comprehensively address flooding, improve water quality, upgrade roadway and utility systems, and implement green infrastructure in the Crystal Beach neighborhood. The selected consultant will provide full design services, including developing engineering design plans and specifications at 30%, 60%, 90%, and 100% completion stages, with deliverables encompassing hydrologic modeling, environmental permitting, public engagement, and construction support. Proposals are due by August 5, 2025, at 3:00 PM Eastern Time, with an anticipated contract award on September 1, 2025. The evaluation process will award up to 2,000 points, with key scoring categories including team qualifications (425 points), project experience (375 points), previous county work volume (50 points), minority business status (25 points), and Small Business Enterprise status (100 points). The total project duration is estimated at 548 consecutive calendar days from the Notice to Proceed, with design phases scheduled from October 2025 to October 2027.
The procurement offers specific opportunities for local and small businesses, with additional points awarded to firms located in Pinellas, Manatee, Hillsborough, or Pasco counties, and those participating in the Small Business Enterprise program. Proposers must demonstrate E-Verify compliance and submit a detailed Standard Form 330 with comprehensive documentation. The project is funded through multiple sources, including Penny for Pinellas, the Florida Department of Environmental Protection (FDEP) Resilient Florida Grant, and FDEP State Appropriations, with a total budget of $12,069,000 ($1,000,000 for design and $11,069,000 for construction). The contract will be structured as a lump sum agreement with a three-year term and an option to extend. The project area covers approximately 10.23 acres in the Crystal Beach neighborhood, focusing on streets including Mangrove Lane, Tennessee Avenue, Kentucky Avenue, Indiana Avenue, Maryland Avenue, Pennsylvania Avenue, Crystal Beach Avenue, and Gulf Drive. Proposers should note the project's strategic objectives of preserving the community's coastal "Old Florida" character while addressing long-standing flooding issues and implementing resilient infrastructure solutions.
