About this opportunity

Greenville County, South Carolina is soliciting bids for the Cripple Creek Stream Improvement and Riparian Area Reclamation (SCIIP) project, an 800-foot stream restoration initiative within the Reedy River watershed. The project aims to mitigate stream erosion by regrading vertical banks to a 3:1 slope, implementing soil lifts, installing coir and turf reinforcement matting, constructing boulder walls, and applying various bank toe treatments. Specific deliverables include installing instream features such as cross vanes, boulder riffles, stream drops, j-hook vanes, and single arm vanes, along with extensive ecological restoration involving native plant establishment across wetland, riparian, and upland zones. The bid (IFB #26002) was released on June 27, 2025, with a non-mandatory pre-bid meeting and site visit scheduled for July 11, 2025, and bid submissions due by August 1, 2025, at 3:15 pm. Evaluation criteria heavily emphasize cost, with 99% of the scoring based on pricing and 1% on responsiveness, and a tentative contract award date of September 8, 2025.

The procurement does not explicitly indicate specific set-aside designations for disadvantaged enterprises, but contractors must comply with federal and state regulations, including the Illegal Immigration Reform Act. Bidders are required to provide a 5% bid bond, performance and payment bonds, and maintain comprehensive insurance coverage, including $1,000,000 in general liability and automobile liability. The project offers cost-saving opportunities, such as free boulder materials from the Twin Chimneys Landfill stockpile and no tipping fees for spoil material disposal. The engineer's estimate values the total project at $706,259.40, including a 5% contingency of $33,631.40. Contractors must demonstrate experience with similar stream restoration projects and provide references, with the contract anticipated to have a 90-calendar day completion timeline and potential liquidated damages of $250 per day for late completion.

Opportunity text

The Cripple Creek Stream Improvement and Riparian Area Reclamation project is intended to establish a riparian forest and perform a restoration along stream banks within the Reedy River watershed. An 800-foot stream improvement project is proposed along this corridor. The purpose of this project would be to dissipate erosive energy in the system by laying back vertical banks to at least a 3:1 slope, and where possible, creating a bankfull bench. The stream restoration work may include bank grading with the help of soil lifts, coir matting, turf reinforcement matting, boulder walls and bank toe treatments (toe rock, toe wood, and boulder toes(s)). They will also include the installation of instream features such as cross vane(s), boulder/constructed riffle(s), stream drop(s), j-hook vane(s), and single arm vane(s). Additionally, these projects may include re-routing or daylighting of streams.
