About this file

This is a supplemental resource document provided by Greenville County, South Carolina, detailing the availability of boulder and riprap materials from the Twin Chimneys Landfill for use on county projects. The document outlines the Cripple Creek Stream Improvement and Riparian Area Reclamation (SCIIP) project, an 800-foot stream restoration initiative within the Reedy River watershed designed to mitigate stream erosion through bank regrading, soil lifts, matting installation, boulder wall construction, and bank toe treatments. The project also includes instream features such as cross vanes, boulder riffles, stream drops, j-hook vanes, and single arm vanes, along with native plant establishment across wetland, riparian, and upland zones. The formal Invitation for Bid (IFB #26002) was released on June 27, 2025, with a non-mandatory pre-bid meeting and site visit scheduled for July 11, 2025, and bid submissions due by August 1, 2025, at 3:15 pm. The anticipated contract award date is September 8, 2025, with a 90-calendar day completion timeline and potential liquidated damages of $250 per day for late completion.

The engineer's estimate for the total project is $706,259.40, including a 5% contingency of $33,631.40. A significant cost-saving opportunity is the availability of free boulder and large riprap materials from the Twin Chimneys Landfill stockpile, with approximately 50% of the materials suitable for stream applications. Additionally, no tipping fees apply for spoil material disposal. Contractors are responsible for material selection and loading during designated operating hours (Weekdays: 7:30 am–4:30 pm; Saturday: 8:00 am–4:00 pm; Closed Sundays and Holidays) at the landfill located at 11075 Augusta Rd, Honea Path, SC 29654. Evaluation criteria heavily emphasize cost, with 99% of scoring based on pricing and 1% on responsiveness. Contractors must provide a 5% bid bond, performance and payment bonds, and maintain comprehensive insurance coverage including $1,000,000 in general liability and automobile liability, while complying with federal and state regulations, including the Illegal Immigration Reform Act.
