About this opportunity
Collier County Board of County Commissioners is soliciting sealed electronic bids for construction of the Collier Senior Center Expansion Project under IFB 26-8672, with bids due August 31, 2026 at 3:00 p.m., and a non-mandatory pre-bid conference scheduled for July 28, 2026 at 11:00 a.m.
A local-vendor preference utilizing Choice2 applies to this solicitation. The project is partially grant-funded through the Community Development Block Grant Mitigation Program (CDBG-MIT) and requires an expedited construction schedule. Federal provisions supersede general contract conditions, including Davis-Bacon prevailing wage requirements, E-Verify compliance, Section 3 housing employment preferences, and minority participation goals of 17.1 percent and female participation goals of 6.9 percent for Collier County.
The scope spans three components: Scope A covers new construction of a 2,710 square-foot addition to the existing 7,120 square-foot Senior Center located at 4898 Coronado Parkway, Naples, Florida, with conference room, IT room, storage, restrooms, office space, and advanced air-filtration mechanical systems. Scope B encompasses hardening of the existing building to achieve current code-required wind load resistance, including new roof, impact-rated openings, wall reinforcement, HVAC upgrades, electrical work, new fire sprinkler and alarm systems, and site improvements. Scope C covers relocation and storage services for Senior Center contents during construction, including a climate-controlled off-site storage unit within three miles, on-site storage pod, moving services, and up to four hours daily of unskilled labor. The Senior Center will be vacant during construction; adjacent facilities including Golden Gate Community Center, Public Library, Sheriff's office, and Fire Rescue Station #70 remain operational.
The anticipated project budget is $5,600,000. Contractors must be Florida State Certified General Contractors and hold all required licenses. Substantial completion is due within 456 calendar days from Notice to Proceed; final completion within 30 calendar days thereafter. Liquidated damages are $1,839 per day for failure to achieve substantial completion. A five-percent bid bond is required; upon award, the successful bidder must provide Payment and Performance Bonds at 100 percent of contract value within ten calendar days of Notice of Award. All bonding entities must be Florida-licensed. Required insurance includes Worker's Compensation, Commercial General Liability ($1,000,000 single limit / $2,000,000 aggregate), Employer's Liability ($1,000,000), and Automobile Liability ($1,000,000). Bidders must be enrolled in E-Verify at submission and provide five project references demonstrating similar experience within the last five years, list major subcontractors with qualifications, and identify key personnel including Construction Superintendent and Project Manager. Florida Trench Safety Act certification is mandatory. Questions are due by the time of bid submission.
