About this file

This is a Scope of Work document for the Collier Senior Center Expansion Project in Collier County, Florida. The project involves a 2,710 square foot expansion to the existing 7,120 square foot Senior Center located at 4898 Coronado Parkway, Naples, Florida 34116, designed by PBK Architects. The scope of work encompasses three primary components: Scope A, construction of a new 2,710 GSF structure physically connected to the Senior Center with conference room, IT room, storage, restrooms, office space, and mechanical systems featuring advanced air filtration; Scope B, hardening of the existing building to achieve current code-required wind load resistance, including exterior improvements such as new roof, impact-rated openings, and wall reinforcement, as well as interior renovations including HVAC systems, electrical upgrades, new fire sprinkler and alarm systems, and site improvements; and Scope C, relocation and storage services for Senior Center contents during construction. The Senior Center will be vacant during construction while adjacent facilities including the Golden Gate Community Center, Public Library, Sheriff's Office, Tax Collector, BMX/Skate Park, and Fire Rescue Station remain operational. The contractor must complete an FPL utility easement application and coordinate approvals during preconstruction phases to avoid schedule delays.

This project is partially financed through a Community Development Block Mitigation Grant (CDBG), with the contractor responsible for following all applicable grant provisions for Scope B work and the County responsible for obtaining Board of County Commissioners approval for easement conveyance. The contractor must be a State Certified General Contractor and utilize properly licensed and insured subcontractors. Scope C services include providing a 10' by 10' climate-controlled off-site storage unit within three miles and a 16' by 8' by 8' on-site storage pod, moving Senior Center contents, providing insurance for items in transit and storage, and supplying up to four hours of unskilled labor daily to assist with setup and breakdown at the temporary Golden Gate Community Center location. All demolition debris disposal, underground utility coordination with Sunshine 811 and TECO Gas, ground penetrating radar for sitework areas, background checks and vendor badges for all workers per CMA 5390, project signage, and maintenance of traffic compliance with FDOT and CMA 5807 requirements are the contractor's responsibility. The contractor must use Collier County's Procore project management platform at no cost and submit as-built drawings with GPR findings. An entry of zero dollars for any bid schedule line item disqualifies the bid.

Collier Senior Center Expansion Project Scope of Work April 7, 2026

Background Information

The Collier Senior Center is a charitable organization dedicated to providing comprehensive information, services and resources for Collier County seniors and their caregivers. The Collier Senior Center building is currently used for a variety of community programs. The facility hosts the County’s daily hot lunch program, job placement and training for out-of-work and low-income seniors, a weekly Meals of Hope food pantry for all in need and other senior services. The structure is also used after emergency events as a recovery center.

Since its opening the senior population that uses the facility has grown tremendously, and the building has kept aging in the meantime. This growth triggered the need for more space and since the adjacent Golden Gate Library and the Senior Center share similar missions and support each other’s programs it was recognized how beneficial expanding the facility’s capacity would benefit the community.

General Project Description

This project, designed by PBK Architects, adds a 2,710 SF expansion to the existing 7,120 SF Senior Center and includes a weatherproof and hardening scope as well as the new construction for the addition. This is a partially grant-funded project.

Scope details are provided later in this document.

The Collier Senior Center is located at 4898 Coronado Pkwy, Naples, Florida 34116 and will be vacant without use during construction. This project is grant funded and requires an expedited construction schedule.

The Collier Senior Center building is part of a larger site, including the Golden Gate Community Center, the Golden Gate Public Library, the Sheriff’s office, Collier County Tax Collector, Wheels Bicycle Moto Cross (BMX)/ Skate Park and Greater Naples Fire Rescue Station #70 which will remain operational throughout the project. The Collier Senior Center building is approximately 7,120 GSF.

Scope of Work

The project scope includes:

• Hardening of the existing building, which accounts for both exterior and interior improvements

• Construction of a new 2,710 GSF structure adjacent the Senior Center

• Sitework associated with both the existing building and the new addition

• Moving and relocation services to support the project

Scope A: New Addition

Scope A includes building a new structure and all associated work for the 2,710 SF expansion. This new building is to be built physically connected to the Senior Center and will serve the needs of both the adjacent Library and the Center itself.

The expansion includes a conference room, a new IT Room, storage, restrooms, one office and electrical work, and mechanical room. The design includes a mechanical system with advanced air filtration to enhance indoor air quality and reliable controls (see Specifications). This scope includes

• Coordination with the County’s architect of record and FPL for review, comments, and approval of easement documents

The Contractor shall be responsible for incorporating all costs associated with the above efforts within their bid, including design, revisions, and resubmittals.

Following FPL acceptance of the easement documents, the County will be responsible for processing and obtaining Board of County Commissioners (BCC) approval for the easement conveyance.

Exterior/building envelope improvements include a new roof, roof insulation, new impact rated openings, removal of the existing drive-through canopy, wall reinforcement and repainting.

Interior renovations include new finishes, restroom facilities, HVAC systems, electrical system upgrades, a completely new fire sprinkler and alarm system (Fire-Lite or Silent Knight required), and data controls among other upgrades.
