About this file
This is a Pre-Bid and Site-Visit Sign-in Sheet for Collier County Board of County Commissioners' Invitation for Bids (IFB) 26-8672 for the Collier Senior Center Expansion Project. The project encompasses three scopes of work: Scope A involves new construction of a 2,710-square-foot addition to the existing 7,120-square-foot Senior Center at 4898 Coronado Parkway, Naples, Florida, including conference room, IT room, storage, restrooms, office space, and advanced air-filtration mechanical systems; Scope B covers hardening of the existing building to achieve current code-required wind load resistance through new roof, impact-rated openings, wall reinforcement, HVAC upgrades, electrical work, and new fire sprinkler and alarm systems; and Scope C addresses relocation and storage services for Senior Center contents during construction, including a climate-controlled off-site storage unit, on-site storage pod, moving services, and up to four hours daily of unskilled labor. The non-mandatory pre-bid conference and site visit were scheduled for July 28, 2026 at 11:00 a.m., with sealed electronic bids due August 31, 2026 at 3:00 p.m. The Senior Center will remain vacant during construction while adjacent facilities remain operational.
The anticipated project budget is $5,600,000, with partial funding through the Community Development Block Grant Mitigation Program (CDBG-MIT). A local-vendor preference utilizing Choice2 applies to this solicitation. Federal provisions supersede general contract conditions, including Davis-Bacon prevailing wage requirements, E-Verify compliance, Section 3 housing employment preferences, and minority participation goals of 17.1 percent and female participation goals of 6.9 percent for Collier County. Contractors must be Florida State Certified General Contractors with all required licenses. Substantial completion is required within 456 calendar days from Notice to Proceed, with final completion within 30 calendar days thereafter, and liquidated damages of $1,839 per day apply for failure to achieve substantial completion. A five-percent bid bond is required at submission; the successful bidder must provide Payment and Performance Bonds at 100 percent of contract value within ten calendar days of Notice of Award. Required insurance includes Worker's Compensation, Commercial General Liability ($1,000,000 single limit / $2,000,000 aggregate), Employer's Liability ($1,000,000), and Automobile Liability ($1,000,000). Bidders must be enrolled in E-Verify, provide five project references demonstrating similar experience within the last five years, list major subcontractors with qualifications, identify key personnel including Construction Superintendent and Project Manager, and possess Florida Trench Safety Act certification.
