About this opportunity

The City of Tucson in Pima County, Arizona, is seeking a comprehensive elevator modernization project for City Hall, located at 255 W Alameda St. The procurement is an Invitation for Bid (IFB) No. 240093 targeting the complete modernization of two south-side passenger elevators serving the basement and 10 floors of the building. The project encompasses replacing critical elevator components including machines, controllers, car enclosures, hall and car signals, communication systems, and emergency features while maintaining the existing elevator capacity of 2,500 lbs and contract speed of 400 fpm. Contractors must comply with multiple building codes, including the 2018 International Building Code, 2017 National Electric Code, and 2010 ADA Standards for Accessible Design. The bid submissions are due on Wednesday, June 12, 2024, at 2:00 pm local Arizona time, with a pre-submittal conference scheduled for May 7, 2024, at 10:00 am, followed by a site visit. The project is anticipated to take 210 consecutive calendar days from the Notice to Proceed, with potential for the City to delay the start by up to 90 calendar days for pre-construction submittals.

Bidders must possess a valid Arizona Registrar of Contractors license and provide a Performance Bond and Payment Bond, each for 100% of the contract amount, from a surety company authorized to do business in Arizona. No specific Small Business Enterprise (SBE) goal has been set for this opportunity. The project is estimated to cost between $1,000,000 and $5,000,000, with the City retaining 10% of each payment estimate as a performance guarantee. Liquidated damages are established at $1,860 per calendar day of delay. Contractors will be evaluated based on the lowest aggregate base bid amount, with the City reserving the right to fund base and/or alternate bid items at its discretion. The bid includes an alternate option for resurfacing entrance frames, adding new floor designation plates, providing new hoist-way door panels, and installing new sight guards. Successful bidders must comply with wage requirements, paying the highest of the City of Tucson minimum wage, Arizona state minimum wage, or prevailing wage as applicable.
