About this file
This is a Standard Specifications and Details document issued by the Pima Association of Governments (PAG) for the City of Tucson, Arizona, applicable to the City Hall Elevator Modernization project. The document establishes the 2015 PAG Standard Specifications and Details for Public Improvements, incorporating updates from 2019-1, 2019-2, and 2020-1, as the governing specifications for the elevator modernization work. The project involves the comprehensive modernization of two south-side passenger elevators serving the basement and 10 floors of City Hall located at 255 W Alameda Street. The work encompasses replacement of critical components including machines, controllers, car enclosures, hall and car signals, communication systems, and emergency features while maintaining the existing elevator capacity of 2,500 lbs and contract speed of 400 fpm. The Invitation for Bid (IFB) No. 240093 requires bid submissions by Wednesday, June 12, 2024, at 2:00 pm Arizona time, with a pre-submittal conference scheduled for May 7, 2024, at 10:00 am followed by a site visit. The project timeline is anticipated at 210 consecutive calendar days from the Notice to Proceed, with the City retaining the right to delay commencement by up to 90 calendar days for pre-construction submittals.
Bidders must hold a valid Arizona Registrar of Contractors license and provide a Performance Bond and Payment Bond, each for 100% of the contract amount, from an authorized surety company. The project is estimated between $1,000,000 and $5,000,000, with the City retaining 10% of each payment estimate as a performance guarantee and liquidated damages set at $1,860 per calendar day of delay. Award will be based on the lowest aggregate base bid amount, with the City reserving discretion to fund base and alternate bid items. No specific Small Business Enterprise goal has been established. Contractors must comply with prevailing wage requirements, paying the highest of the City of Tucson minimum wage, Arizona state minimum wage, or prevailing wage as applicable. The specifications document, which may be obtained online through the PAG website, takes precedence over any conflicting provisions and incorporates the 2018 International Building Code, 2017 National Electric Code, and 2010 ADA Standards for Accessible Design.
