About this opportunity
The City of Port Orange, Florida is requesting bids on restoration of the City Center Sport Complex Ballfields under ITB 26-22-CW, with bids due November 2, 2026. A local business preference applies as a tiebreaker for Port Orange vendors holding a valid Business Tax Receipt and maintaining a physical business address within the city limits.
The scope encompasses excavation and removal of the upper three feet of soil, identification and lawful disposal of solid waste or landfill materials encountered during excavation, installation of a reinforced geotextile membrane across the site, replacement and compaction of suitable fill and topsoil, and reconstruction of ballfields, parking lots, and associated site improvements. Work includes site clearing, erosion and sediment control, surveying, subgrade and subbase preparation, concrete construction, chain link fencing (6-foot and 8-foot), asphalt paving, infield development, sod installation (Celebration Hybrid Bermuda and Bahia grass), irrigation systems, electrical work, lighting, and electronic scoreboard installation. Construction hours are limited to 8:00 a.m. to 4:30 p.m., Monday through Friday. The contractor must maintain construction quality assurance, obtain all permits, and provide marked-up as-built drawings showing utility locations and all changes. Compensation combines lump sum and unit price bid items, with mobilization and demobilization costs not to exceed 7 percent of the base bid. Unit pricing covers subgrade preparation (35,000 cubic yards), subbase (15,000 cubic yards), geotextile (300,000 square feet), protective cover layer (13,000 cubic yards), topsoil (10,000 cubic yards), concrete (8,500 square feet), chain link fencing (3,200 linear feet), asphalt (3,500 square yards), sod (32,500 square yards), and waste disposal (2,000 tons). Three bid alternates address artificial turf options with corresponding deductions for topsoil, sod, and irrigation where not installed. Base bid is the sole cost-evaluation factor; alternates are excluded from comparison.
Bid bonds, payment and performance bonds, and comprehensive insurance including workers' compensation, general liability ($1 million per occurrence / $2 million aggregate), automobile liability ($1 million per occurrence), and Builders Risk coverage equal to contract value are required. The contract term and completion timeline are specified in the contract documents; work must be substantially completed within the period stated in the Notice to Proceed. Hall & Ogle Architects, Inc. serves as the Owner's representative. Bidders must submit one original and one PDF version on flash drive. Required certifications include Bidder's Acknowledgement, drug-free workplace preference, public entity crimes statement, anti-collusion affidavit, statement of qualifications with three professional references, subcontractor list, scrutinized companies certification, local business affidavit, E-Verify affidavit, debarment and responsibility certification, human trafficking affidavit, compliance with Florida Statute 287.138 (foreign country of concern), and workers' compensation and leased employee affidavits upon award. An addendum was issued October 2, 2026. Progress payments are made monthly at 95 percent of completed work value with retainage governed by Florida's Local Government Prompt Payment Act. A one-year warranty covers all materials, equipment, and workmanship from final acceptance. Liquidated damages apply for delays; disputes proceed through mandatory pre-suit mediation in Volusia County Circuit Court under Florida law.
