City Center Sports Complex Ballfields Restoration - Construction Specifications

This is a construction specifications document for the City of Port Orange, Florida's City Center Sports Complex Ballfields Restoration project, prepared by HDR Engineering, Inc. The project involves excavation and removal of the upper three feet of soil throughout the project area, identification and lawful disposal of solid waste or landfill materials, installation of a reinforced geotextile membrane, replacement and compaction of suitable fill and topsoil, and reconstruction of ballfields, parking lots, and associated site improvements. Work includes site clearing and grubbing, earthwork, erosion and sediment control, concrete construction, chain link fencing (6-foot and 8-foot), asphalt paving, infield development, sod installation (Celebration Hybrid Bermuda and Bahia grass varieties), irrigation system installation, electrical system demolition and upgrades, lighting installation, and electronic scoreboard installation. The project encompasses multiple construction phases with survey control requirements, quality assurance testing, and detailed as-built documentation. Construction hours are limited to 8:00 AM to 4:30 PM Monday through Friday, with restrictions on geotextile installation and surveying between one hour before sunset and one hour after sunrise unless approved by the engineer. The contractor must maintain construction quality assurance procedures, comply with all permits and regulatory approvals, and provide detailed project record documents including marked-up drawings showing all changes and the location of underground utilities.

Compensation is structured through a combination of lump sum and unit price bid items, with mobilization and demobilization costs not to exceed 7 percent of the total base bid. Unit price items include subgrade preparation (cubic yards), subbase installation (cubic yards), geotextile reinforcement layer (square feet), protective cover layer (cubic yards), onsite topsoil layer (cubic yards), miscellaneous concrete work (square feet), chain link fence (linear feet), asphalt pavement (square yards), sod installation (square yards), and off-site waste disposal (tons). Lump sum items include erosion and sediment control, surveying, site clearing and demolition, backstop installation, infield baseball field development, irrigation system, electrical system demolition and upgrades, electronic scoreboard, Musco lighting services, and alternate artificial turf options for soccer and baseball fields. The contractor is responsible for obtaining and paying for all permits, temporary facilities, utility connections, water supply, dust control, and fire prevention measures. All materials must be new and of the highest grade, with comprehensive quality control and quality assurance testing required throughout construction. The owner will review project record documentation within 48 hours of receipt and must approve each construction phase before subsequent work begins.

City of Port Orange Section 01200 Description of Schedule of Values

01200-1

SECTION 01200

DESCRIPTION OF SCHEDULE OF VALUES

1.01 DESCRIPTION

A completed, quality project, as intended by the general nature of the Drawings and Specifications, shall be produced whether or not any particular wording or direction is inadvertently omitted. Pay items listed on the Bid Form whether lump sum or unit price are for comparison of bids and may be used as a method of determining the value of work performed for partial payment requests.

1.02 LUMP SUM QUANTITIES

A. CONTRACTOR shall be solely responsible for determining the quantities of each lump sum pay item necessary to complete the work as required by the Contract Documents. When lump sum items are broken into components, the sum of the components shall be the total

Contract Price for the work. The lump sum schedule of values stated on the Bid Form shall constitute full compensation for each pay item completed in accordance with the Drawings and specifications. No other payments will be made to the CONTRACTOR except as specifically authorized by change order.

B. The estimated quantities for specific unit price pay items are approximate only and are included solely for the purpose of comparison of bids. OWNER does not expressly, or by implication, agree that the nature of the materials encountered below the ground surface or the actual quantities of material encountered will correspond with the estimated quantities.

1.03 LUMP SUM SCHEDULE

The descriptions provided in the following paragraphs are to be used by the Bidder in preparation of his bid proposal. They generally indicate how the major workscope items and their respective costs are to be separated into the line items listed in the Bid Form. These descriptions are neither fully representative nor all inclusive of the work required for completing the project in accordance with the Contract Documents. It is the Bidder's responsibility to include costs within the most appropriate line item(s) of the Lump Sum Schedule except for the specific unit price pay items specifically described. The following descriptions are ordered in the same numeric sequence of the Schedule of

Values.

Item 1 – Mobilization, Demobilization and General Conditions

1. This lump sum item shall include and cover the costs for performance of construction preparatory and overhead operations, including, but not limited to, movement of personnel and equipment to and from the site, temporary facilities, sanitary facilities, project administration and management, dust control, insurance, bonds, OWNER and ENGINEER indemnification, site health and safety, environmental protection, permits related to

01200-2 construction and all other similar activities and facilities necessary for execution of this project. This item shall not exceed 7% of the total base bid. Contractor will be paid up to

75% of this item upon completion of mobilization and general conditions with the remainder paid upon demobilization.

Item 2 – Erosion and Sediment Control

1. This lump sum item shall consist of furnishing all equipment, materials, labor, and appurtenances required for sedimentation and erosion control at the site as required by the

Contract Documents, applicable laws and regulations, and standards of practice. This work includes but is not limited to furnishing, installing, and maintaining temporary construction fence, silt fence, temporary or intermediate seeding and mulching, tree barricades, inlet protection, sediment traps, temporary check dams, temporary construction entrances, maintenance of the stormwater swales during construction, gabion retaining wall, restoration of weir outlet structure and regrading and sodding of the pond at the end of construction activities. Payment for this bid item will be on a lump sum basis based on the value of materials furnished or services and work completed using estimates provided by

CONTRACTOR and approved by OWNER’s representative.

Item 3 – Surveying

1. This lump sum item shall include furnishing of all labor, materials, tools, supervision, transportation, and equipment necessary to perform project surveying work as specified in the CQA Plan, Section 01050 of these Specifications and Contract Drawings including establishing survey control points, providing survey control during construction, preconstruction survey, partial and final as-built Drawings, determination of payment quantities for the unit price bid items and obtaining all survey information required to compile Record (As-Built) Drawings as required by the Contract Documents. Unless

ENGINEER has directed in writing that surveying shall vary from that indicated on the
