About this opportunity

The City of Philadelphia is requesting bids on Training Unit Supplies as a micro purchase with a proposal due date of August 31, 2026. The procurement will be awarded as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder.

Bidders must quote all items listed to be eligible for award. No delivery or services may commence until the department issues written notification.

The total contract value shall not exceed $45,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000. The contract term is 365 days from the effective date specified in PHLContracts, with automatic termination at midnight on day 365 and no City obligation to receive or pay for any products or services ordered after close of business on the final contract day. During the contract term, the City retains sole discretion to order, increase, decrease, or order no quantities at all based on its requirements.

All prices must be quoted net and exclusive of taxes. The City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Quotes must be submitted electronically to PHLContracts by authorized company representatives with a completed and signed Consent and Authorization Agreement. All terms and prices remain valid for 60 days from submission or throughout the contract term for requirements contracts.

Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance of $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence, with the City named as an additional insured. Sellers must certify they are not indebted to the City for delinquent taxes and must comply with all applicable federal, state, and local laws, including Philadelphia's business tax requirements and ethics ordinances.

An LGBTQ Applicant Data Form is attached on a voluntary basis to identify LGBTQ-certified businesses. The City reserves discretionary authority to use submitted diversity data for other projects and to make it publicly available.
