About this opportunity

Hillsborough County's Engineering & Operations Department is conducting an Invitation for Bid (IFB-26-00111) for a Cape Seal Pavement Preservation project, with bids due electronically through the County's Euna Procurement system by March 13, 2026, at 2:00 P.M. Eastern Time. The project involves pavement preservation using cape seal treatment—a protective microsurfacing application—at four designated residential neighborhoods throughout Hillsborough County: Imperial Key (Group ID 11680, 24,971 square yards), Wyndham Lakes Drive (Group ID 12330, 39,333 square yards), Tarpon Drive (Group ID 16180, 29,339 square yards), and River Close Boulevard (Group IDs 22640 & 22660, 36,916 square feet). Beyond cape seal application, the scope includes minor milling and resurfacing operations at specific segments where pavement deterioration cannot be adequately addressed by cape seal treatment alone, with a three-year warranty required covering all labor, materials, and repairs for defective areas including debonding, delamination, bleeding, raveling, and aggregate loss. Bidders must be pre-qualified by the Florida Department of Transportation (FDOT) in concrete paving at the time of bid opening with current active certification maintained throughout contract performance. The successful contractor must achieve Substantial Completion within 90 days and Final Completion within 120 days of the Notice to Proceed, with liquidated damages assessed at $1,092.00 per day for Substantial Completion delays and $546.00 per day for Final Completion delays. The contractor must furnish an Earnest Money Deposit or Bid Bond of at least five percent (5%) of the bid amount, Performance and Payment Bonds equal to 100 percent of the awarded contract amount, Certificates of Insurance with minimum coverage including Commercial General Liability ($500,000–$1,000,000), Automobile Liability ($300,000–$1,000,000 combined single limits), Workers' Compensation, and Pollution Liability ($1,000,000 minimum), and must comply with all applicable federal and state civil rights laws, E-Verify requirements, and Florida drug-free workplace certification mandates.

No Small Business Enterprise (SBE) participation goals apply to this procurement, and no incumbent vendors or current contractors are identified in the solicitation documents. The project carries an estimated value of $2,010,823.90, which includes a $300.00 permit allowance and $182,774.90 for Allowance Authorization modifications; however, award will be made to the lowest responsive and responsible bidder meeting all specifications without regard to disadvantaged enterprise designations. The contractor must comply with a comprehensive insurance requirements framework mandating policies from A.M. Best-rated insurers (A-, Class 7 or better) authorized in Florida, with all liability insurance except Workers' Compensation and Professional Liability including additional insured endorsements naming Hillsborough County, its officers, employees, and agents as primary and non-contributory coverage. All progress payments are subject to five percent (5%) retainage throughout contract duration, with retainage released in accordance with Florida Statute Section 218.735, and contractors must submit monthly Applications for Payment accompanied by Schedules of Values and subcontractor payment certifications. The contractor must also provide notarized Contractors' Affidavits certifying payment of all labor, materials, and subcontractor claims; complete Drug-Free Workplace Certification Forms; submit Affidavits of Compliance denying involvement with designated Foreign Countries of Concern; and comply with all Hillsborough County Public Works Standard Specifications (October 2023 Edition), FDOT FY 2023-24 Standard Plans, and supplemental specifications governing cape seal application, materials, equipment calibration, traffic control, utility coordination, and permit requirements.
