About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is issuing an Invitation for Bid (IFB) numbered C5613110-D to procure chaplaincy critical incident stress management and post-trauma stress crisis services across the Northern, Central, and Southern Regions of California. The services will be delivered to CDCR employees, their lawful spouses or registered domestic partners, and eligible dependents who have experienced traumatic events or critical incidents. Key service deliverables include 24/7 telephonic support, in-person and virtual critical incident stress debriefings (CISD) within 72 hours of request, proactive wellness worksite visits, customized training presentations on wellness topics and chaplaincy resources, and follow-up support within 24 to 72 hours. Required qualifications for contractors include ecclesiastical certification and/or endorsement, Critical Incident Stress Debriefing (CISD) certification, and accreditation in Peace Officer's Standards and Training (POST) academic classroom and field service training academy. Contractors must also maintain workers' compensation insurance, Commercial General Liability and Auto Liability insurance of $1,000,000 per occurrence, and Professional Liability insurance of $1,000,000 per occurrence ($3,000,000 aggregate), in addition to complying with CDCR security, Prison Rape Elimination Act (PREA), and tuberculosis testing protocols. Bidders may submit separate proposals for one or more regions and must submit pricing on detailed worksheets for each region, including hourly rates for preparation, outreach, training, issues and intervention, and administrative services, plus travel reimbursement at the current CalHR mileage rate with a minimum 50-mile roundtrip threshold and an annual cap of $35,000. Letters of inquiry are due April 6, 2026, with bids due April 17, 2026 by 11:00 AM, followed by public bid opening on April 20, 2026 at 2:00 PM; services are anticipated to commence July 1, 2026. The initial contract term runs three years through June 30, 2029, with up to two optional one-year renewal periods exercisable at CDCR's discretion contingent upon contractor performance and fund availability.
The contract requires compliance with the 25 percent Small Business (SB) participation requirement under Government Code Section 14838, with certified small business, micro-business, and Disabled Veteran Business Enterprise (DVBE) participation encouraged. A DVBE incentive of 1 to 5 percent applies during bid evaluation for responsive and responsible bidders proposing DVBE participation. The State's estimate for this contract is $846,000.00 total for the initial three-year base term, with budget structures allowing for annual cost variations across the five-year period (three base years plus two optional renewal years). Administrative costs are capped at 12 percent of total funds provided pursuant to the agreement. All bids must be submitted electronically in PDF format to the designated email address, and travel expenses including airfare, rental vehicles, mileage, lodging, meals, and incidentals will be reimbursed in accordance with CalHR travel policy, requiring vendors to utilize the least costly travel method and obtain CDCR pre-approval for all air travel. The contract structure permits bidders to establish consistent hourly rates across service categories with estimated monthly allocations of 25 hours for preparation, 65 hours for outreach, 10 hours for training, 55 hours for issues and intervention, and 25 hours for administrative support, totaling 180 billable hours monthly. No incumbent vendors or existing contractors are identified in the procurement documents, indicating this represents an open competitive procurement for new contractor services.
