About this file

This is a Budget Rate Sheet for the Northern Region submitted by the California Department of Corrections and Rehabilitation (CDCR) in response to Bid Number C5613110-D for Chaplaincy Critical Incident Stress and Post-Trauma Stress Crisis Services. The contract encompasses confidential critical incident stress management and post-trauma stress crisis services for CDCR employees, their lawful spouses or registered domestic partners, and eligible dependents across the Northern, Central, and Southern Regions. The services include preparation and correspondence with institutions, outreach through ride-alongs and wellness worksite visits, training presentations for CDCR staff on wellness topics and chaplaincy resources, critical incident stress management interventions (including defusings, debriefings, demobilization, post-trauma stress services, line of duty death counseling, and memorial services), and travel as required. The contract term runs for five fiscal years from July 1, 2026 through June 30, 2031, with fiscal years 2029/2030 and 2030/2031 designated as optional years.

The budget rate sheet establishes line-item cost estimates for each service category across all five fiscal years, with all cost figures presented in template format awaiting bidder submission. Travel expenses including airfare, rental car, personal mileage, lodging, meals, and incidentals will be reimbursed in accordance with CalHR's travel policy, with all air travel requiring prior CDCR approval. Administrative costs for monthly reporting, completion of CDCR-required annual forms, and meetings with CDCR are capped at a maximum of 12 percent of total funds provided pursuant to the agreement. The budget structure requires vendors to provide total annual cost estimates for each fiscal year, with the Northern Region budget rate sheet presenting the pricing framework for bids submitted in response to this opportunity.
