About this opportunity

The Orange County Transportation Authority is soliciting bids on two bus scaffolding systems under IFB 250214, with bids due May 11, 2026 at 11:00 a.m. and questions due April 29, 2026 at 5:00 p.m. A DBE goal applies to this procurement, though the specific percentage is not filled in the solicitation documents.

The scope covers mobile, manually adjustable scaffolding systems running the full length of 40-foot buses and accommodating 2021–2022 New Flyer All-Electric buses, 2021–2023 Gillig CNG buses, and 2018 New Flyer Hydrogen Fuel Cell buses. Each system shall include a 36-inch-wide staircase with handrails, two swing gates, 36-inch-wide anti-skid platforms, heavy-duty industrial casters with brakes, and toe boards. All materials must be aluminum, hot-dipped galvanized steel, or stainless steel, with powder coating in safety orange and safety yellow. Systems must comply with OSHA 29 CFR 1910.29, 1926.451(e)(4), Cal/OSHA Title 8, and ANSI A10.8 and Z535.1. All materials must be new, not refurbished. The contractor must obtain OCTA approval for material specifications, shop drawings, and color samples prior to manufacturing. Final delivery is required within 90 days after purchase order release. One system shall be delivered to Santa Ana Base (4301 West MacArthur Boulevard, Santa Ana, CA 92704) and one to Garden Grove Base (11790 Cardinal Circle, Garden Grove, CA 92843), between 7:00 a.m. and 3:30 p.m., Monday through Friday, excluding holidays. The contractor is responsible for all delivery, unloading, placement, and on-site assembly costs. A five-year warranty covering corrosion, parts, and manufacturer defects, including all labor and materials, is required. The contractor must provide two in-class training sessions for each shift at both locations prior to placement into service. Systems must be Buy America Compliant.

The estimated contract value is $500,000 for a two-year term. Evaluation is based solely on cost. Prevailing wage and Davis-Bacon labor provisions apply. Commercial General Liability insurance of at least $1,000,000 per occurrence and $2,000,000 general aggregate is required, with the Authority named as additional insured. Bidders must submit a Status of Past and Present Contracts form, a List of Subcontractors form (identifying all subcontractors performing work exceeding one-half of one percent of the total bid amount), and at least three project references demonstrating similar work within the past two years. The Authority reserves the right to award to one bidder or apportion requirements among several bidders. Bid opening will occur at OCTA's Administration Office at 600 South Main Street, Orange, California, with Microsoft Teams teleconference participation available.
