About this file
This is a procurement plan interoffice memorandum from the Orange County Transportation Authority (OCTA) in California, dated March 31, 2026, outlining the evaluation and contract strategy for Invitation for Bid (IFB) No. 250214 for Bus Scaffolding Systems. The procurement seeks qualified contractors to provide two bus scaffolding systems for a two-year contract term. The IFB approach was selected because the requirement allows for selection of the lowest, responsive, and responsible bidder without requiring specialized skills, qualifications, or detailed work plans. The evaluation will be based solely on cost, which will serve as the determining factor in the bid assessment. No optional renewal terms are noted in the procurement plan.
The contract will be awarded as a firm fixed price blanket purchase order with one-time fees covering scaffolding equipment, installation and setup, freight, training, and warranty for each base. The total budget allocated for this procurement is $500,000 from local Measure M funding. The contract includes provisions for retention, prevailing wages, and liquidated damages. An independent cost estimate has been received, and requisition number R001097 was submitted. The procurement plan indicates that a Database of Eligible vendors (DBE) goal applies to this solicitation. The procurement schedule and staffing requirements are attached to the plan, which required concurrence from both the Transit Technical Services Supervisor and the Department Manager of Contracts and Procurement.
