About this opportunity

The City of St. Petersburg, Florida is requesting qualifications from contractors to provide continuing building operations and maintenance services across multiple city-wide locations, with responses due August 20, 2026 at 3:00 p.m., and written questions due July 28, 2026.

The solicitation spans four work categories — Chiller Replacement, Electrical Repair or Replacement, Generator/ATS Repair or Replacement, and HVAC Repair or Replacement — with one or multiple qualified contractors selected per category. Contractors may propose for all categories in which qualified. Firms of varying size and technical expertise are encouraged to submit.

Participation goals for Small Business Enterprises (SBE), Women Business Enterprises (WBE), Minority Business Enterprises (MBE), and veteran-owned businesses are voluntary; no minimum participation is required, and proposers submitting zero diverse-business participation will not be deemed non-responsive. The City encourages outreach to small and diverse enterprises in the Tampa Bay Region.

The contract is structured as a three-year Continuing Services Agreement with one two-year renewal option, with a total budget allocation of $7 million. Work is performed on a field-order basis with no guaranteed minimum volume and no dollar cap per individual project. Pricing is negotiated individually per project and commences upon issuance of a Field Order. Work must comply with the latest Florida Building Code, NFPA standards, and Florida Fire Prevention Code. Contractors must obtain public construction bonds equal to the contract value issued, maintain commercial general liability insurance of at least $1 million per occurrence and $2 million aggregate, and comply with the City's SBE program if contract value equals or exceeds $50,000.

Evaluation criteria are Qualifications and Experience of Firm and Staff (60 points), Project Approach (25 points), and Business Enterprise Program Outreach and Utilization (15 points). Submissions are uploaded electronically through OpenGov Procurement at https://procurement.opengov.com/portal/stpete. The City will not negotiate non-negotiable contract terms including indemnification, insurance, governing law (Florida, venue Pinellas County), dispute resolution limitations, liability waivers, attorney's fees, and liability caps. All submittals are subject to public records disclosure 30 days from opening or upon earlier intended decision.
