About this opportunity
Clackamas County is requesting sealed bids for construction of a Neighborhood Park at Jennings Lodge Campus under BID 2025-91, with bids due July 14, 2026, at 2:00 PM Pacific Time and a mandatory pre-bid conference on June 30, 2026, at 10:00 AM at the project site in Milwaukie, Oregon. The bid deadline was extended from July 8 by Addendum 2.
Bidders must hold current Certified Erosion & Sediment Control Lead (CESCL) certification. Clackamas County encourages participation from minority, women, and emerging small businesses; all bidders must demonstrate good faith effort by contacting at least three historically underrepresented business subcontractors for each division of work to be subcontracted and submit required Forms 1 and 2 within two hours of bid closing. Prevailing wage rates established by Oregon's Bureau of Labor and Industries apply.
The scope encompasses site mobilization, temporary traffic control, erosion and sediment control, clearing and demolition, earthwork, pedestrian and plaza paving with integrally colored finishes, site development, landscaping, utilities installation, and one-year maintenance and warranty of planting and irrigation systems. The 1.9-acre site requires playground equipment installation (owner-furnished, contractor-installed), playground protective surfacing meeting ASTM F1292 standards for 8-foot critical fall height using either rubber tile or artificial grass, concrete and asphalt paving to specified tolerances, stormwater management features including filtration swales and underground injection control systems, and landscape materials meeting ANSI Z60.1-2004. Substantial completion is required within six months of Notice to Proceed, with final completion within one month thereafter.
The engineers' estimate is $2.8 million. Bids must include 10% bid security. The successful bidder must provide 100% performance and payment bonds within 20 calendar days of award. Liquidated damages apply for failure to achieve substantial completion on schedule. Addendum 3 (issued July 8) converts soil treatment allowance to an Additive Alternate of $50,000 and restructures deductive alternates. Electronic bid submission through Bid Locker is required. Bid opening and public reading will occur via Zoom at 2:05 PM on July 14.
