About this file
This document is a response to clarifying questions submitted for BID 2025-91, a neighborhood park project at Jennings Lodge Elementary School involving the Oregon City School District and Oak Lodge Water Services District in Milwaukie, Oregon. The bid encompasses safety and security upgrades at two elementary school campuses: Jennings Lodge Elementary School located at 18521 SE River Road and Candy Lane Elementary School located at 5901 SE Hull Avenue. The project includes stormwater management improvements, site modifications such as parking lot enhancements, new sidewalks, trash enclosures, and pathway construction. The stormwater management plan addresses new and modified impervious surfaces totaling 8,270 square feet across both sites, with all mitigation measures to be constructed at Jennings Lodge due to site constraints at Candy Lane. The response document attached a 40-page geotechnical report and a 29-page Jennings Lodge and Candy Lane Elementary Schools Storm Drainage Report prepared by ZCS Engineering & Architecture and peer-reviewed in March 2020.
The stormwater management strategy utilizes a vegetated filtration swale with 700 square feet of treatment capacity to manage runoff from a 10,000 square foot existing asphalt courtyard at Jennings Lodge, discharging into an existing Underground Injection Control system. Infiltration testing conducted by Geotech Solutions Inc. revealed inadequate soil infiltration capacity (0.06 inches per hour with a factor of safety of 2), classified as Hydrologic Soil Group C alluvial silt, necessitating the use of the Best Management Practice Sizing Tool developed by Brown and Caldwell for facility design. Oak Lodge Water Services District approved the modified design approach and confirmed no downstream analysis was required since the new stormwater filtration swale discharges to an existing UIC system without increasing net runoff volume or velocity. The agreement to maintain stormwater detention and conveyance facilities, executed on July 6, 2020, requires the Oregon City School District to perform inspections twice annually (April through May and September through October) with deficiencies to be corrected within thirty days at the owner's expense.

1.0 Project Overview
ZCS Engineering & Architecture and BRIC Architecture are working with the
Oregon City School District (OCSD) to renovate Jennings Lodge Elementary
School (Jennings Lodge) and Candy Lane Elementary School (Candy Lane) in
Clackamas County, Oregon. Oak Lodge Water Services (OLWS) district is the stormwater management jurisdiction for both schools. Due to site constraints at
Candy Lane, all stormwater mitigation required for both schools will be provided at
Jennings Lodge; this has been deemed acceptable by Markus Mead, Permitting
Specialist for OLWS.
Jennings Lodge is located at 18521 SE River Road in Milwaukie, Oregon on T02S-
R02E-S19BB Tax Lot 1200. Candy Lane is located at 5901 SE Hull Avenue in
Milwaukie Oregon on T02S-R22E-S18DA Tax Lot 2600. See Figure 1 for a vicinity map and locations of the schools. Jennings Lodge and Candy Lane are located on
±3.81 acre and ±6.12 acre lots respectively, and both schools are zoned as ‘Low
Density Residential’.

1.1 Existing and Proposed Site Conditions – Jennings Lodge
Existing Conditions
Current development at Jennings Lodge Elementary School includes two primary school buildings totaling ±22,300 SF, as well as a ±3,640 SF covered play area and ±40 SF storage structure all situated in the western half of the tax lot. A ±10,000 SF asphalt paved courtyard connects the school buildings and covered play structure. In addition, two asphalt paved
524 Main Street Ste 2, Oregon City, OR 97045 P 503.659.2205 ZCSEA.com 2 parking and maneuvering area are located to the east and south of the main school building. Various concrete and asphalt paved pedestrian pathways provided connectivity throughout the developed areas of the site. The remainder of the property west of the school is open grass fields.
Stormwater generated by impervious surfaces east of the school, along SE
River Road sheet flow to the public right-of-way without passing through a private on-site storm network. The east parking and maneuvering area is generally flat with slopes of 2% to 5% in the southeast direction. Stormwater generated by building roofs and impervious surfaces west and south of the school are collected in a subsurface pipe network and directed to two drywell infiltration systems installed west and south of the covered play structure in the grassy field. The grass fields are generally flat with slopes of 2% to 5% in the southwest direction.
Proposed Conditions
Existing pathways surrounding the drive aisle of the parking lot east of the school will be removed and replaced with a new curb and 8 foot wide concrete sidewalk in order to facilitate safer pedestrian movement into and out of the site. An existing landscape planter in the same parking lot will be reduced in order to correct the alignment of the parking area; ±1,000 SF of new asphalt pavement will be added at this location. The existing asphalt pavement in the east parking lot will undergo routine crack-seal/seal-coat maintenance and will be restriped to match existing conditions with new striping to improve vehicular movement through the site. New and modified impervious areas in the east parking lot total ±4,440 SF and ±720 SF respectively; asphalt undergoing maintenance only has not been considered for the purposes of these calculations.
South of the existing play structure, a new ±500 SF concrete masonry unit trash enclosure will be constructed adjacent to the existing drive aisle. In addition, a 5 foot wide decomposed granite pathway will be built paralleling the drive aisle from SE Hull Avenue to just south of the new trash enclosure.
The new pathway will provide a safe path for pedestrians walking into and out of the site. Given the pervious nature of the paving material, the new decomposed granite pathway has not been considered as part of this report.
No other modifications to the asphalt parking and maneuvering area south of the school are proposed. No change in footprint of the existing buildings is planned as part of redevelopment.
Minor improvements to the existing stormwater infrastructure in the asphalt courtyard will include replacement of a standard catch basin and its
524 Main Street Ste 2, Oregon City, OR 97045 P 503.659.2205 ZCSEA.com 3 associated piping. A new stormwater treatment swale will be constructed north of the covered play structure to provide treatment for the existing asphalt paved courtyard.
1.2 Existing and Proposed Site Conditions – Candy Lane
Existing Conditions
Current development at Candy Lane Elementary School is confined to the southern portion of the site and includes a ±33,800 SF single-story building separated from a ±3,200 SF covered play structure to the west by a ±9,100
SF asphalt courtyard. In addition, development includes a ±16,300 SF asphalt paved parking and maneuvering area to the south adjacent to a
±9,900 SF asphalt bus drop off loop and ADA parking area. A ±1,200 SF asphalt paved pathway northeast of the school provides public access to a community garden situated in the northeast corner of the site. The remainder of the site is grass field sloping at ±2% to ±28% in the west to south west direction.
Existing building downspouts tie into a subsurface pipe system. Roof runoff from the ±720 SF covered structure in the community learning garden is collected in a rainwater tank that overflows into an existing vegetated swale.
Runoff from the community garden sheet flows to an area drain north of the school. The asphalt parking and maneuvering areas are generally flat with slopes of ±2% to ±8%. Runoff sheet flows west to the public right-of-way along the north side of SE Hull Avenue without being captured on site.
Renovations to the Candy Lane school building are limited to the creation of a new secure entry within the existing building footprint. In addition, a portion of the existing bus loop will be widened by ±2,010 SF to accommodate more buses, and ±520 SF of new concrete sidewalk will be constructed adjacent to the existing ADA parking. A new ±450 SF covered concrete masonry unit trash enclosure will be constructed south of the school adjacent to the drive aisle in the main parking lot. Asphalt pavement in the courtyard will be ground down and repaved after the aggregate base has be recompacted; no changes to existing grading or drainage patterns are proposed. All other asphalt pavement on site (bus loop/parking lot) will undergo routine crack-seal/seal-coat maintenance. Lastly, the existing asphalt pathway to the community garden will be removed and replaced with a new ±1,540 SF decomposed granite pathway; a new alignment and ±250
SF of concrete sidewalk and staircase will provide access to the path from the ADA parking area and secure school site.
524 Main Street Ste 2, Oregon City, OR 97045 P 503.659.2205 ZCSEA.com 4
New and modified impervious areas on site total ±2,160 SF, and ±450 SF respectively. Asphalt undergoing maintenance only has not been considered for these calculations. Given the pervious nature of the paving material, the new decomposed granite pathway has not been considered as part of this report. No changes to existing stormwater infrastructure are proposed; all required stormwater mitigation will be provided at Jennings
Lodge as previously described.
1.3 Overall New and Modified Impervious Surface Summary
Overall, new and modified impervious concrete and asphalt surfaces at
Jennings Lodge and Candy Lane cumulative total ±8,270 SF. See Table 1, below for a detailed summary of post-developed conditions.

2.0 Stormwater Management Requirements
This stormwater management plan has been prepared in accordance with the requirements of the Oak Lodge Water Services district. Per OLWS standards, any development or redevelopment with new or modified impervious surfaces totaling more than 1,000 SF must include permanent stormwater quality control facilities.
Prior to installation, (1) percolation test will be conducted at the at the site of the quality control facility to determine infiltration capacity. Quality control facilities should be designed to meet the treatment and infiltrations requirements described in the July 1,2013 CCSD1 Stormwater Standards. See page A-1 in Appendix A for applicable OLWS district standards.
3.0 Stormwater Management Plan
Infiltration testing performed by Geotech Solutions Inc. in accordance with CCSD1 standards indicates there is inadequate infiltration on site to meet the requirements described in Section 2.0 of this report (Section 5.3 of the CCSD1 standards). The existing topography and site conditions enable the creation of a vegetated swale to provide required treatment and flow control.
Table 2, below, provides a summary of infiltration testing results. The full geotechnical report and infiltration testing addendum can be found in on sheet A-7 in Appendix ‘A’.
Table 2 - Infiltration Testing Results Summary
Infiltration Test
Depth of Test (feet)
Soil Classification
Field Measured Infiltration Rate (inches/hour)
Corrected Infiltration Rate with FS=2 (inches/hour)
HA-1 1 to 4 Alluvial Silt 0.11 0.06
Per the USDA Soil Survey, the Hydrologic Soil Group (HSG) is ‘C’ indicating potential for infiltration. Per the Natural Resources Conservation Service Part 630
Hydrology National Engineering Handbook, an HSG ‘C’ rating indicates that soils have moderately high runoff potential.
Based on the impermeable native soil conditions, adequate on-site infiltration cannot be achieved; therefore, a modified design approach is required to size the facility. For the modified approach, ZCS utilized the Best Management Practice
Sizing Tool (BMP Tool) developed for WES by Brown and Caldwell using a continuous rainfall model.

3.1 Candy Lane Stormwater Mitigation Plan
Given site constraints, it is not feasible to construct a new stormwater treatment facility at Candy Lane. Therefore, ZCS is proposing construction of a vegetated filtration swale capable of providing the treatment required from a cumulative study of new/modified impervious surfaces at both sites;
this has been previously approved by Markus Mead at OLWS. See section
3.3, below for details regarding storm improvements at Jennings Lodge.
No downstream analysis was performed for Candy Lane as no new stormwater facilities are proposed on-site.
3.2 BMP Sizing Tool Criteria
Per discussions with Markus Mead, OLWS is willing to accept treatment and flow control facilities sized using the BMP tool due to the poor infiltration capacity on site. Stormwater treatment and flow control will be provided based on sizing calculated through the BMP Tool. Using this tool, areas which are impervious in both pre and post-developed conditions must be treated and in some cases must have their flow controlled for treatment based on a continuous rainfall model developed by Brown and Caldwell and
Water Environment Services. Areas which will be impervious but were previously pervious must be treated and must have their flow controlled via an allowable facility sized using the BMP Tool.
Given site constraints, it was not possible to direct all areas of new impervious surfaces to a surface BMP. Therefore, a more than equivalent area of existing impervious surface has been substituted to provide treatment and flow control that demonstrates compliance with the stated intents of the OLWS standards.
Table 3 below provides a summary of the existing and proposed impervious surfaces at Jennings Lodge and Candy Lane used to determine treatment and flow control requirements.

3.3 Proposed Treatment & Flow Control Facilities – Jennings Lodge
Stormwater runoff from an existing impervious courtyard at Jennings Lodge with an area greater than that of the total new and modified impervious surfaces at Jennings Lodge and Candy Lane will be treated in a vegetated filtration swale and will be allowed to discharge into an existing Underground
Injection Control system (UIC). The primary function of this swale is to provide treatment of currently untreated stormwater entering the UIC at
Jennings Lodge. The total discharge to the UIC will not be increased as a result of modifications to the storm system. See Tables 1 and 3, and Sheets
A-2 and A-3 in Appendix ‘A’ for summaries and illustrations of the modified and treated surfaces.
No downstream analysis was performed for Jennings Lodge as the new stormwater filtration swale will discharge to an existing UIC; therefore, no additional stormwater runoff will enter the public system.
Per OLWS requirements, the DEQ was notified of the intention to discharge runoff from the treatment area at Jennings Lodge the existing UIC. Approval is anticipated, as there are no changes to the net runoff volume or velocity entering the system.
A new permanent facility will provide treatment and flow control for ±10,000 square feet of impervious surface. The treated area is an existing impervious asphalt paved courtyard surrounded by the existing school buildings. See Sheets A-2 and A-4 in Appendix ‘A’ for exhibits illustrating the clear delineation of the courtyard area and associated surface treatment.
The new permanent treatment facility is a vegetated filtration swale. The vegetated swale is located near the north side the asphalt courtyard on existing landscape. Minimal re-grading will be required to construct the new swale along existing contours. The swale will be set at an elevation to allow for easy maintenance along with existing landscape. Runoff will be piped to the swale via a new catch basin and storm drain pipe illustrated on Sheet A-
4 in Appendix ‘A’.
The vegetated swale has been sized per the BMP Tool to provide treatment and flow control as required. Refer to Sheet A-5 in Appendix ‘A’ for output from the BMP Tool for the facility. Refer to Sheets A-6 in Appendix ‘A’ for details of the proposed facility.
vsn Highlight The primary function of this swale is to provide treatment of currently untreated stormwater entering the UIC at Jennings Lodge. The total discharge to the UIC will not be increased as a result of modifications to the storm system.
vsn Highlight No downstream analysis was performed for Jennings Lodge as the new stormwater filtration swale will discharge to an existing UIC; therefore, no additional stormwater runoff will enter the public system.
