About this file
This is a Notice of Intent to Award Contract issued by Clackamas County for BID 2025-91, a Neighborhood Park construction project at Jennings Lodge Campus in Milwaukie, Oregon. T Edge Construction was selected as the apparent successful bidder. The project encompasses site mobilization, temporary traffic control, erosion and sediment control, clearing and demolition, earthwork, pedestrian and plaza paving, site development, landscaping, utilities installation, and one-year maintenance and warranty services on a 1.9-acre site. The scope includes playground equipment installation and protective surfacing meeting ASTM F1292 standards, concrete and asphalt paving to specified tolerances, and stormwater management features. A mandatory pre-bid conference was held on June 30, 2026, at 10:00 AM at the project site, with the bid deadline extended to July 14, 2026, at 2:00 PM Pacific Time. Substantial completion is required within six months of Notice to Proceed, with final completion within one month thereafter. The Notice of Intent to Award was issued on July 16, 2026, initiating a seven-calendar-day protest period for unsuccessful bidders.
The apparent successful bidder's contract amount is $1,648,000.00, compared to the engineers' estimate of $2.8 million. Bidders were required to submit 10% bid security and, if awarded, provide 100% performance and payment bonds within 20 calendar days of award. Clackamas County encouraged participation from minority, women, and emerging small businesses, requiring all bidders to demonstrate good faith effort by contacting at least three historically underrepresented business subcontractors for each division of work and submitting required documentation within two hours of bid closing. Prevailing wage rates established by Oregon's Bureau of Labor and Industries apply to the project. Liquidated damages provisions apply for failure to achieve substantial completion on schedule. Electronic bid submission through Bid Locker was required, with bid opening and public reading conducted via Zoom. Unsuccessful bidders may file a written protest by email to Tralee Whitley at Twhitley@clackamas.us within the seven-day protest period and may review the procurement file by appointment.
