About this file

This document is a clarification response issued by a government agency for Invitation to Bid #2025-91 regarding a Neighborhood Park at Jennings Lodge Campus project. The bid solicitation addresses a park development project with multiple construction components including site development, landscaping, concrete paving, play areas, and site furnishings. Key clarifications address deductive alternatives for soil processing, curb specifications, traffic control requirements for right-of-way work, permit responsibilities, and the consolidation of multiple bid line items into the site development category. The response confirms that the contractor is responsible for providing construction staking, supplying and installing boulders, and that liquidated damages do not apply to this project. Specific product requirements are identified, including glowstones manufactured by Ambient Glow Technology in Sky Blue color and concrete specifications for various paving elements.

The clarifications address technical specifications for concrete seat walls, including No. 4 rebar continuous at 12-inch on-center spacing, sandstone-colored finishes, and specific elevation requirements for growing mediums to be verified during construction. Site furnishings are designated as owner-furnished and contractor-installed per sheet L1.11 notes, with the exception of boulders which are contractor-supplied. The document resolves questions regarding the scope of work, material finishes, and construction methodologies, indicating this was the fourth round of clarifying questions submitted by interested bidders prior to bid submission.

INVITATION TO BID #2025-91

Neighborhood Park at Jennings Lodge Campus (“BID”)

RESPONSE TO CLARIFYING QUESTIONS #4

July 7, 2026

Note that these are questions submitted by interested firms to the above referenced solicitation.

The below answers are for clarification purposes only and in no way alter or amend the BID as published.

1. Deductive Alternative #1 and #2 are very confusing. Can you please expand on what you are asking for? For example, on #1 do you want us to credit the Owner for soil processing to dry out the material? If so, are we supposed to price out processing wet material and/or add soil stabilization materials etc. in the base bid? See addendum 1.

2. Dwg L1.10- What kind of curb is south of the park not far off SE Wilmot St. but still onsite. It’s 70-LF and isn’t labeled. Possibly a landscaping curb or mow strip? See addendum 1.

3. Bid Form: Should there be a bid item for Traffic Control for the Right of Way Bid Schedule offsite? No. All Traffic Control for the project is covered under Sitework bid item.

4. Can we assume that full time flaggers will need to be required for the offsite ROW schedule of work or can we close the road one at a time? Answer pending County permit requirements.

5. Where does Traffic Control need to be priced in the ROW bid schedule? See above.

6. Will the county be carrying permits related to the new water service connection on sheet R1.10, or are permits to be acquired and paid for by the contractor? See Measurement and Payment description for Mobilization.

7. There are a lot of items that are not on the bid form for this project. Do all items not called out go into the site development line item? Examples: pavers, play equipment install, boulders, painting, seatwalls, curbs, site furnishings, fence, bollards, signs, asphalt, etc. Yes, see Site Development Measurement and Payment descriptions.

8. On page L1.20 at the pavilion it shows color C extending beyond the limit of work all the way to the building. Is that painted path apart of this project, or just what is within the limits of work. See addendum 1.

9. Specs page 22 mentions Liquidated Damages, amount is left blank. How much are liquidated damages? There are no liquidated damages for this project.

10. What detail should be used for surface-mounted site furnishings located within the play area? Should surface-mounted site furnishings shown on asphalt be mounted directly to the 3" asphalt surfacing? See addendum 1.

11. What are the maximum and minimum dimensions between top of pavement and bottom of seat wall shown in 6/L5.10? See addendum 1.

12. Detail 6/L5.10 shows a turndown with steel reinforcement extending into adjacent paving. Should concrete paving on this project have steel reinforcement? If so, please provide relevant details. See addendum 1.

13. Detail 6/L5.10 calls for sandblast finish. Please provide a product and specification to be used for sandblasted finish. Not at this time. Assume basic sandblasted finish.

14. Detail 6/L5.10 shows a turndown at concert paving, but does not provide dimensions.

Please provide minimum width and depth dimensions for the turndown. See addendum 1.

15. Detail 6/L5.10 calls out turndown edge at all perimeter paving. Does that refer to perimeter of tree well only, or the entire concrete paving area? Is the glow stone paving area included? See addendum 1. Glow stone area as indicated on plans.

16. It appears that everything above subgrade in the play areas will be owner furnished, except for boulders. Please confirm that all boulders are to be furnished by the contractor.

Yes, contractor to supply and install boulders.

17. Please provide specification for paint to be used at basketball court. See addendum 1.

19. Please confirm that all layout/construction staking is to be provided by contractor. Yes.

20. Of the site furnishings listed on L1.11, please clarify which are contractor provided/contractor installed and which are owner provided/contractor installed. See notes 1 and 2 on L1.11 for playground equipment and surfacing description. All site furnishings are OFCI per note 2 on sheet L1.11.

21. Detail 1/R1.22 shows a growing medium elevation of 117.50. This elevation is greater than the adjacent curb elevation of 117.49. Please update this detail to provide accurate growing medium elevations. The growing medium elevation in detail 1/R1.22 that shows GM 117.50 and GM 117.08, both should be set at 114.70. This should be confirmed on-site during construction.
