About this file
This document is a response to clarifying questions for BID 2025-91, a neighborhood park construction project at Jennings Lodge Campus in Oregon. The bid addresses numerous technical specifications and design clarifications submitted by interested contractors. Key project components include installation of play equipment (which is owner-furnished and contractor-installed), rubber safety tiles at 3.5" thickness, concrete paving with specific turndown edges at tree wells (14" x 6"), a ping pong table with epoxy anchor installation, ten benches with armrests, a freestanding basketball hoop, basalt column seats with thermal treatment, stormwater management planters with waterproof reinforced concrete or liners, root barriers, decomposed granite path regrading, asphalt painting to the limit of work, fire hydrant relocation, and landscaping with eco lawn seed mix. The project requires contractors to hold valid landscape licenses. Clarifications address material specifications, including powder-coated steel play fencing, concrete pad details for benches, and filtration testing requirements for drywells with infiltration rate testing overseen by the developer's engineer. The engineer's estimate for the project totals $2.8 million and includes owner-furnished items.
The bid schedule will consist entirely of lump sum units rather than individual line-item quantities. An allowance will be provided for soil treatment and conditioning work to achieve suitable construction conditions, eliminating the need for contractors to bid based solely on the geotechnical report provided. Award determination is based on the base bid price alone, with deductive alternates available but not included in the final contract award calculation. The project incorporates owner-furnished, contractor-installed (OFCI) and owner-furnished, owner-installed (OFOI) items, with the contractor responsible only for installation of specified OFCI play equipment without submittal or substitution requirements. No further clarifying questions will be entertained beyond the publication of this response.

INVITATION TO BID #2025-91
Neighborhood Park at Jennings Lodge Campus (“BID”)
RESPONSE TO CLARIFYING QUESTIONS #3
July 2, 2026
Note that these are questions submitted by interested firms to the above referenced solicitation.
The below answers are for clarification purposes only and in no way alter or amend the BID as published.
1. Does this project require the general contractor or the contractor installing plantings to have a valid landscape license? Yes
2. Does this project have any qualifications for the general contractor on past park building experience? No
3. Please provide details on how to secure/concrete embed the ping pong table. Anchorage by manufacturer, which will include (4) washer, nut and ½” x 4 ¼” threaded anchor with epoxy. Anchors are not provided with table; contractor to purchase and install anchors.
See detail.
4. Please confirm the thickness of rubber safety tile is 3.5”. Confirmed.
5. What are the sectional depths for the tree wells? 24” See detail.
6. What is the required depth & thickness of the turn down concrete edge at the tree wells? 14” x 6” And is that depth & thickness only required at the tree wells or all concrete paving? There is only a turndown at the treewells.
7. The specifications for the play fence say galvanized but the drawing details say black powder coated. Which is it? Powdercoated steel.
8. For the benches within the safety rubber footprint – do you want the top of concrete flush with the rubber or rubber over concrete and under the benches? Top of concrete flush with rubber.
9. Item #17 on page 3 of the bid form – under the line where we list the CESCL # it asks for “bidder contact name”. Is this supposed to be the name of the CESCL card holder? It should be the name of the CESCL card holder.
10. Page L1.30 shows 3 sections of root barrier but per detail 7 on L5.13, it seems there should be a lot more root barrier required. Please verify if what is shown on L1.30 is all that is required. If not, please provide a marked-up plan showing all areas root barrier is required, including on the Right of Way plan pages. Root barriers per L1.30, LR1.0 and details on L5.13 and LR5.1.
11. Please provide a specification for the root barrier. See revised detail on L5.13
12. Detail SWM-01 on R5.14 says, “waterproof liner (if required)”. Will a liner be required in the stormwater planters? If so, please provide a specification. Per note 11 on SWM-01, “A waterproof liner is not required if the foundation or wall material is waterproof reinforced concrete or approved equal.” The planter walls and foundation must either be waterproof reinforced concrete or lined, also per note 11.
13. Will there be filtration testing required on the drywells? If so, please provide information on the testing required. OLWS does require testing, “Infiltration rates shall be tested after construction and testing shall be overseen by the Developer’s Engineer to confirm that the dry well provides adequate infiltration capacity for the relevant design storm.”
14. Was there geotechnical testing done specifically for this project? The one provided in addendum 1 seems like it was conducted for another project that took place over 6 years ago and there was only one test pit dug at 4 feet deep. The specs state there was one conducted in June of 2024 – can you please provide that report? Report has been provided.
15. The specs say the waste receptacles are OFCI, but that is not shown on the drawings. Are these OFCI? Waste receptacles are Contractor Furnished Contractor Installed.
16. Page C1.01 – shows the play chips staying and note 2 says to add chips to match – but the planting plan shows that area being planted with eco lawn seed mix & trees. Please confirm if the existing play chips should stay in place or be removed? If they are to be removed, at what depth? C1.01 is correct. Play chips should remain.
17. There is no call out for the play curb on the site plan. Playcurb is shown on site plan.
18. Is there any gravel paving – looks like there might be on the SW side by the trash enclosure? The location you’re referring to is an existing decomposed granite path that needs to be re-graded to the new a/c path.
19. Does the asphalt paint lead all the way back to the building steps as shown on the plans? Or do we only paint to the limit of work line? Only to limit of work.
20. Is there a curb around the planting bed on the west side of the project? The one closest to the single stormwater planter off Wilmot St. Yes.
21. There is a freestanding basketball hoop called out in the specs. Will this be OFCI? If not, can you please provide a make & model for the hoop? Should be OFCI.
22. Are the basalt column seats required to be thermal treated after they are cut? Yes.
23. Which detail should we follow for the concrete pads under the benches bordering the rubber play surface and the picnic table in the NW corner of the park? 2/L5.10
24. Please confirm if we are to reuse or replace the fire hydrant when it is being relocated. Reuse and relocate.
25. R1.10 & R1.11 call out “End Parking Striping” but there is no striping marked out on the plan pages. Please confirm the striping requirements for the ROW work. No striping in the right-of-way. Those notes to be deleted.
26. On the east side of the park there are a few areas with arrows pointing to the west, but this does not show up on the planting plan/schedule. Please confirm if this area is meant to be seeded, and if so, with what type of seed. Unclear where this is being observed.
27. Please provide a specification on the type of paint required for the asphalt painting. Yes.
See plans.
28. The site furnishing specs show arm rests on benches for ADA purposes. Please confirm the number of benches with armrests. All ten benches, two armrests per bench.
29. Note #10 on C0.01 states the GC should bid for work to include any additional measures that may be needed to treat, dry, or condition the soil to a level suitable for construction for all park features. To accurately bid for this, and keep it fair amongst all bidders, the owner would need to provide a site map with areas, square footages, and depths of over excavation needed to attain the goal of suitable soil or provide an allowance for this work. You can not bid for this based off a geotechnical report. Please provide a marked up plan for the extent of this work or an allowance with a fixed dollar amount for this work. An allowance will be provided, see revised plan and Measurement and Payment document.
30. When is the last day to ask questions? No further questions will be entertained.
31. Will there be an updated bid schedule with quantities provided? Or will all the units all be changed to lump sum? Units will be changed to lump sum.
32. Can you please provide the geotechnical report? Yes.
33. Is there a description of what deductive alternates #1 & #2 cover for both site work and right of way? I see the note on the bottom left of page C0.01 but that doesn't give much to go off. Deductive alternates have been revised.
34. Is the project awarded on base bid or base bid plus alternates? Or how should we calculate our total bid (in numbers) on the bid schedule? Base bid.
35. Per drawing L1.11 Notes 3, it said the equipment is OFCI, but the specs did not clarify this information. This quite confuses us and some manufacturers as well, so please confirm how it needs to be done. Note 2 indicates that the play equipment in the schedule is OFCI, therefore the owner will procure those specified items in the chart on L1.11 and the contractor will install them. Submittals (or substitutions) for the play equipment will not be required from the contractor.
36. Does the Engineers Estimate include the price of all OFCI & OFOI items, or is it just for the GC work included in the project? Engineers estimate of $2.8M included Owner Furnished items.
