About this file
Measurement and Payment Section Summary
This is a Division 1 General Requirements measurement and payment specification document for a state or local construction project involving site development, earthwork, utilities, landscaping, and related improvements. The specification outlines the methodology for measuring and compensating contractor work across multiple project categories, including mobilization and demobilization, temporary traffic control, erosion and sediment control, clearing and demolition, earthwork, roadways, pedestrian paving, site development, landscaping, and utility installation. Work is to be measured and paid using a combination of unit price basis (per cubic yard, square foot, or lineal foot) and lump sum payments, with specific provisions governing when payments are released and what scope is included in each line item. No specific quantities, response dates, bidder conferences, site visits, or award dates are provided in this specification document.
Payment provisions establish that mobilization is paid in stages based on earned contract amounts from other bid items, with 50 percent due when 5 percent of the total contract is earned and 100 percent due when 10 percent is earned, with any excess paid upon project completion. All unit prices and lump sum amounts are to be determined by the contractor's proposal submission. The specification emphasizes that stated prices constitute full compensation for all labor, materials, equipment, permits, inspections, and incidentals necessary to complete work, with no separate payment for additives, tack coats, or other subsidiary items explicitly noted. A one-year warranty period includes maintenance of plantings and irrigation paid in three-month intervals, and the document includes provisions for two deductive alternates that provide credit back to the owner.
