About this opportunity

The Putnam County Board of County Commissioners is soliciting sealed bids for base materials procurement through Bid No. 25-19, targeting fill dirt, lime rock, shell rock, and sand-clay for the county's Public Works and Sanitation Departments. The materials must meet Florida Department of Transportation (FDOT) Standard Specification Book standards, be non-wet, and stored in FDOT certified stockpiles. Bidders are required to submit pricing per ton for materials and delivery costs separately, with materials to be used across four distinct county areas and a minimum delivery quantity of 18 tons per order. The bid is due on July 22, 2025 at 2:00 pm EST, with submission requirements including one original hard copy, one duplicate copy, and a USB drive containing PDF documentation. The initial contract term spans from August 12, 2025 to August 11, 2026, with potential two one-year renewal options extending through August 11, 2028. Evaluation criteria will focus on per-ton pricing for materials and delivery across the designated county areas, with the county reserving the right to award to one or more bidders that best meet their needs.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. While local preference policies are mentioned, they are noted as being prohibited by the project's funding source. Estimated annual material usage varies by area, ranging from 2,500 to 10,500 tons, which suggests potential significant contract value. The procurement allows for flexible awarding, potentially enabling multiple vendors to supply materials based on their capabilities and pricing. No information is provided about incumbent vendors or existing infrastructure requirements. The county's approach indicates a comprehensive procurement strategy designed to ensure competitive pricing and reliable material supply for public works and sanitation infrastructure projects. The broad material specifications and volume ranges suggest this is a strategic procurement aimed at maintaining ongoing county infrastructure and maintenance capabilities.
