About this opportunity
Palm Beach County Board of County Commissioners' Purchasing Department is issuing a Request for Pre-Qualification (RPQ) for vendors to supply sand and related materials for purchase and delivery to county locations, including areas within the Glades. The procurement seeks pre-qualified vendors capable of providing multiple sand types and materials, including topdressing sand, divot sand with green dye, white bunker sand, shelly beach sand, various rootzone topdressing mixes for sports fields, red clay for athletic fields, and masonry sand. All costs must be fully inclusive of supervision, labor, equipment, materials, transportation, delivery, fuel, and other incidental expenses with no additional compensation permitted. The F.O.B. point is destination, making vendors responsible for all transportation charges, liability, and risk in transit. The initial submission deadline for pre-qualification responses was April 13, 2023, at 4:00 p.m., with responses submitted in sealed packages to the Palm Beach County Purchasing Department at 50 South Military Trail, Suite 110, West Palm Beach, Florida 33415; however, new vendors may submit pre-qualification requests at any time after the initial deadline for evaluation and addition to the pre-qualified list. All pre-qualified vendors will be notified of individual projects on an as-needed basis and must submit written quotes within five business days of receiving quotation requests. The contract term is sixty months or until the estimated funding is expended, and individual projects will be awarded to the vendor offering the lowest fixed price.
Vendors with a permanent place of business in Palm Beach County or the Glades may receive a five percent local preference discount applied to their quote for evaluation purposes only. The solicitation includes Small/Minority/Women-Owned Business Enterprise (S/M/WBE) preferences and local preference provisions as applicable evaluation criteria. All vendors must register or maintain active registration in the county's Vendor Self Service system, maintain current business tax receipts, provide evidence of required insurance coverage including Commercial General Liability, Business Auto Liability, and Workers' Compensation, and comply with the county's Criminal History Records Check Ordinance and E-Verify employment eligibility verification requirements. Vendors must also comply with commercial non-discrimination policies. The anticipated contract value during the sixty-month contract period is set at $1,300,000, with payment made after goods have been received, accepted, and properly invoiced under the Florida Prompt Payment Act. No incumbent vendors or existing contractors are identified in the solicitation documents provided.
