About this opportunity
The City of Miami Beach is seeking to establish a pre-qualification pool of contractors for the supply and delivery of aggregate, top soil, and sand on an as-needed basis. This Invitation to Bid (ITB 2022-163-AY) targets vendors capable of providing construction materials that meet the Florida Department of Transportation (FDOT) Standard Specifications for Road and Bridge Construction. Qualified vendors will be placed on a pre-qualification list from which the city can solicit price quotations when materials are required. The pre-qualification status will be valid for three years, with potential for up to two one-year renewals at the City Manager's discretion. Evaluation criteria will include price, bidder capability, performance history, and compliance with local laws and ordinances. The procurement process requires vendors to submit comprehensive quotes when material needs arise, with the city reserving the right to purchase from alternative sources. The solicitation was posted on March 19, 2025, with a due date of March 8, 2027, providing ample time for potential contractors to prepare and submit their qualifications.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Vendors must provide extensive insurance coverage, including workers' compensation, commercial general liability, automobile liability, and professional liability, with the City of Miami Beach named as an additional insured. No guaranteed work volume is promised, and the city maintains flexibility in procurement. Vendors are required to disclose potential conflicts of interest, previous legal issues, and compliance with local ordinances, including equal benefits provisions. The procurement is governed by Florida's Sunshine and Public Records Laws, ensuring transparency throughout the process. While no specific award value or budget range is mentioned, the as-needed nature of the contract suggests a flexible procurement approach that allows the city to obtain materials as required. Interested vendors must carefully review all documentation and meet the comprehensive qualification requirements to be considered for inclusion in the pre-qualification pool.
