About this opportunity
Emerald Coast Utilities Authority is soliciting sealed bids under ITB 2027-04 for one-time cleaning of one biological nutrient removal (BNR) basin at its Central Wastewater Reclamation Facility in Cantonment, Florida, with questions due November 4, 2026 at 12:00 p.m. CT and bids due November 12, 2026 at 2:00 p.m. CT. Bidders must demonstrate a minimum of three years of continuous operations in tankage cleaning and document three or more similar projects completed within the last three years.
The scope covers removal, transportation, and disposal of sludge, grit, vegetative matter, and other materials from a pre-stressed concrete basin of approximately 508'6" x 144'4" with 18-foot walls. The contractor supplies all equipment, tools, and labor, and must dispose of materials in compliance with Florida Department of Environmental Protection and EPA regulations. Each truck weighs in and out on ECUA's FDOT-certified facility scale, and each load is sampled for percent solids to calculate dry tons removed. The contractor may return basin liquid to the plant's sanitary sewer if flow does not exceed 250 gallons per minute, contains no sand, and does not exceed 2.5 percent total solids.
Pricing is a base bid covering the first 380 dry tons, plus unit pricing for each additional dry ton removed. Bidders must submit a bid bond equal to five percent of the total bid amount. Upon award, the contractor must provide a public construction bond of 100 percent of the maximum contract price. Before commencement, the contractor must carry general liability insurance with minimum limits of $1 million per occurrence, along with workers compensation and other required coverages. The contract term runs December 19, 2026 through March 31, 2027, with work completed by February 13, 2027, during 7:00 a.m. to 4:00 p.m. weekdays, and no renewal options.
Site visits are recommended and can be coordinated with Randy Sears at (850) 969-6686 or randy.sears@ecua.fl.gov. Bids open publicly at 2:00 p.m. CT on November 12 at ECUA's offices at 9255 Sturdevant Street, Ellyson Industrial Park, Pensacola, with virtual attendance via Microsoft Teams. The Citizens' Advisory Committee will consider a recommendation on December 8, 2026, and ECUA Board approval is anticipated December 15, 2026.
