About this opportunity

UT Health San Antonio (UTHSA), an academic health center located in Bexar County, Texas, seeks qualified third-party vendors to provide comprehensive bad debt collection services for self-pay patient accounts through Request for Proposal 745-26-P13. The scope of work encompasses collection activities for accounts originating from UTHSA Physicians, the Multi-Specialty & Research Hospital, the Medical Management Program, and the School of Dentistry, with deliverables including monthly aged receivable reports by department, prompt collection efforts using lawful means such as telephone contact, mail, and skip tracing, weekly electronic remittance of collected funds, and compliance with applicable debt collection regulations and HIPAA requirements. Proposers must demonstrate a minimum of five years of healthcare debt collection experience in hospital, dental, or physician group settings, preferably within academic medical centers, and must maintain a blanket performance bond of $1,200,000 and comprehensive insurance coverage including workers' compensation, commercial general liability of $1,000,000, business auto liability of $1,000,000, umbrella coverage of $2,000,000, professional liability of $1,000,000 per claim, employee dishonesty insurance of $1,000,000, and cyber liability insurance of $10,000,000 per incident. The RFP was posted April 20, 2026, with a deadline for submitting questions on April 30, 2026, at 3:00 PM Central Time, and proposals must be submitted electronically through the Euna e-Procurement portal by May 12, 2026, at 3:00 PM Central Time. Evaluation criteria consist of cost (15 points), reputation (15 points), quality of services (30 points), extent to which services meet university needs (30 points), past relationship with the university (5 points), and exceptions to terms and conditions (5 points). UTHSA does not guarantee any specific volume, minimum, or maximum compensation under this RFP or any resulting contract.

All proposers must complete and submit a mandatory HUB Subcontracting Plan demonstrating good faith efforts to utilize historically underutilized businesses as defined by Texas state law, and failure to submit a correctly completed HUB Subcontracting Plan will result in disqualification from consideration. Additionally, proposers must obtain or maintain TX-RAMP Level II Certification for any cloud computing services involved and complete a Policy Driven Adoption for Accessibility (PDAA) vendor self-assessment form evaluating organizational accessibility policies and practices; failure to complete either requirement will result in automatic elimination from consideration. Proposers must also be licensed to conduct business in Texas and comply with extensive statutory requirements including certifications regarding debarment status, boycott compliance, discrimination prohibitions, COVID-19 vaccination policies, and foreign ownership restrictions. The contractor will integrate with UTHSA's existing Epic electronic health record system and must comply with a comprehensive information security risk assessment framework based on ISO 27005:2011 standards, including requirements for data storage and processing exclusively within the United States. No incumbent vendor or current contractor information has been publicly disclosed by UTHSA, as the agency declined to release historical performance data, liquidation rates, account volumes, dollar values, and current fee structures, indicating these details will be discussed directly with the selected vendor. Compensation will be structured as a percentage-based collection fee applied only to delinquent balances actually collected and deposited, with the specific percentage and detailed commission fee schedules by account type and aging bucket to be proposed by respondents. The contract term is three years from the effective date, with the University holding the option to extend and renew for an additional two one-year renewal periods.
