About this file
This is a Pricing and Delivery Schedule template form from the University of Texas Health Science Center at San Antonio (UTHSA) Department of Purchasing for a Bad Debt Collection Services contract opportunity (RFP 745-26-P13). The solicitation seeks qualified third-party vendors to provide comprehensive collection services for self-pay patient accounts across UTHSA's operations, including UTHSA Physicians, the Multi-Specialty & Research Hospital, the Medical Management Program, and the School of Dentistry. The contract will have an initial term of multiple years with options for renewal, though specific term lengths and renewal periods are to be completed by the proposer. The document does not specify response dates, due dates, site visits, or bidder conference information, as this is a pricing schedule template rather than the complete RFP solicitation document.
Pricing for the contract shall be based on hourly rates for all team members assigned to the account, with rates remaining firm throughout the initial term and any renewal periods. All proposed rates must include labor, equipment, materials, fees, overhead, profit, insurance, licenses, and all other costs necessary to perform the required services. Reimbursable expenses, including meals, rental cars or mileage, coach airfare, and lodging, will be reimbursed without markup when approved in advance and must comply with the State of Texas Comptroller of Public Accounts Travel Reimbursement Rates, subject to a maximum expense cap to be mutually agreed upon. Payment terms are net thirty days as mandated by the Texas Prompt Payment Act, with invoices to be submitted electronically to AP-einvoice@uthscsa.edu and paid via automated clearing house (ACH) or single-use account card, provided all invoices reference a valid purchase order. Proposers may offer prompt payment discounts, and all discounts available to the University, including educational, federal, state, and local discounts, must be identified. UTHSA, as a state agency, is exempt from Texas Sales and Use Tax.
