About this file
This is a TX-RAMP Notification Appendix for a Bad Debt Collection Services RFP issued by UT Health San Antonio (UTHSA), a premier academic health center operating across a multi-location healthcare system in Texas. UTHSA is seeking qualified third-party vendors to perform collection activities on self-pay patient accounts across UTHSA Physicians, the Multi-Specialty & Research Hospital, the Medical Management Program, and the School of Dentistry. The RFP does not guarantee any specific volume, minimum, or maximum compensation for services provided.
As required by Texas Senate Bill 475 and Texas Government Code 2054.0593, proposers must address TX-RAMP certification requirements established by the Texas Department of Information Resources (DIR) for any cloud computing services involved in the contract. Proposers must select one of four options: submit proof of existing TX-RAMP Certification Level II, confirm the proposal does not involve cloud computing services and therefore does not require TX-RAMP certification, indicate they have initiated the TX-RAMP certification process with DIR, or acknowledge possession of FedRAMP certification while committing to submit TX-RAMP certification. The submission document requires proposers to provide their organization name, authorized signature, email address, and certification level status. All responses must be submitted to UT Health San Antonio's Department of Purchasing, located at 7703 Floyd Curl Drive, San Antonio, Texas 78229-3900.

APPENDIX FIVE
TX-RAMP NOTIFICATION
It has been determined that the RFP you are submitting a proposal for could require TX- Ramp Certification Level . As required in Senate Bill 475 of the 87th Legislative Session the Texas Department of Information Resources (DIR) must establish a state risk and authorization management program that provides “a standardized approach for security assessment, authorization, and continuous monitoring of cloud computing services that process the data of a state agency.”
To comply, DIR has established a framework for collecting information about cloud services security posture and assessing responses for compliance with required controls and documentation. Texas Government Code 2054.0593 mandates that state agencies, as defined by Texas Government Code 2054.003(13) must only enter or renew contract to receive cloud computing services that comply with TX-RAMP requirements.
A TX-RAMP Assessment Request can be requested online.
