About this opportunity
The Orange County Transportation Authority is soliciting bids for back-up generator and uninterruptible power supply equipment service and repair work under IFB C250082, with bids due February 16, 2026, at 11:00 a.m. The contract carries a three-year term and a $290,000 budget. A Disadvantaged Business Enterprise (DBE) goal applies; the specific percentage is pending final determination in the program requirements document. Prevailing wage and Davis-Bacon labor standards apply to the contract.
The scope encompasses quarterly UPS services, semi-annual generator preventive maintenance, annual load bank testing per NFPA 110, and monthly and annual Traction Power Substation battery rack maintenance across six OCTA operating bases (Anaheim, Garden Grove, Irvine Sand Canyon, Irvane Construction Circle, and Santa Ana), the OC Streetcar Maintenance Storage Facility, and four Traction Power Substations in Santa Ana. Emergency response is required within four hours of notification. Routine services are scheduled between 7:00 a.m. and 3:00 p.m., Monday through Friday, with at least five business days' advance notice. Personnel working at the OC Streetcar facility must complete a mandatory four-hour Roadway Worker Program training and maintain current annual certification. The contractor must furnish all labor, equipment, tools, and parts, submit written service reports within five business days, and obtain prior OCTA approval for corrective repairs exceeding routine maintenance.
Award will be made to the lowest responsive and responsible bidder based on cost alone (100% weight), with a lump-sum total weighted at 90% and parts markup at 10%. Pricing must be firm for the entire contract term and must remain equal to or below rates offered to other government entities for comparable scope. Required insurance includes Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation with Waiver of Subrogation, and Employers' Liability ($1,000,000 per accident and disease); certificates must be submitted within ten calendar days of agreement execution and prior to work commencement. Contractors must comply with Level 2 Health, Safety, and Environmental specifications including California CCR Title 8, Injury and Illness Prevention Program, and Hazard Communication Program requirements. A Health, Safety, and Environmental Representative holding current Board of Certified Safety Professionals certification with minimum five years' construction experience is required within ten business days of award. Questions were due January 23, 2026; OCTA responses were provided January 28, 2026.
