About this file
This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority (OCTA) for a procurement of back-up generators and uninterruptible power supply (UPS) equipment service and repairs. The project covers preventive maintenance and inspection (PMI) services and parts across six OCTA locations, including the addition of the OC Streetcar Maintenance and Storage Facility (MSF). The procurement constitutes a three-year contract replacement for the existing agreement C-23039, which expires February 28, 2026. The estimated contract term is through October 1, 2025, with services to be provided on an as-needed basis for repair labor in addition to scheduled preventive maintenance.
The total estimated cost for this procurement is $291,000 over the three-year period, consisting of $270,000 for PMI services and parts ($1,250 monthly per location multiplied by six locations over 36 months) and $21,000 for as-needed repair labor ($175 per hour at 40 hours annually). The estimate is based on historical usage data, anticipated labor and material rate increases, and increased repair requirements due to aging equipment. This ICE was prepared by Christine Herrera, Contracts Analyst, on October 1, 2025, and accompanies Purchase Requisition No. R000693 to be submitted to Contracts Administration & Materials Management (CAMM) along with the scope of work for procurement processing.
