About this file

This is a Scope of Work Verification Form submitted by the Orange County Transportation Authority (OCTA) in California for back-up generators and uninterruptible power supply (UPS) equipment service and repairs. The project, identified as Requisition No. 000693, involves procuring services for UPS and backup generator maintenance and repair work. The contract carries a three-year term with a total budget of $290,000. The form indicates that the Scope of Work was independently prepared to invite fair competition without reference to brand names or unreasonable restrictions that would favor any specific vendor or product.

The Scope of Work Verification Form was signed and certified by the Project Manager from the Maintenance Department (MRM) on October 1, 2025, along with approval from the appropriate Department Manager, Director, or Executive Director. The document establishes that the procurement specifications meet the Authority's requirements by clearly identifying the characteristics and specific tasks required for the services. The form confirms compliance with Federal Transit Administration regulations (FTA Circular 4220.1F) and general procurement rules that mandate clear and concise scopes of work, the identification of optional items, and the use of industry and government specifications where suitable to ensure efficient operations and competitive pricing.

FA-CAMM-071.docm (05/16/16) Page 1 of 1

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
