About this file
This is a Safety Awareness Guide Appendix prepared by the Orange County Transportation Authority (OCTA) for work performed at the OC Streetcar Yard and Maintenance Storage Facility. The document establishes mandatory safety requirements and protocols for all personnel, contractors, vendors, and visitors accessing the facility, including emergency response procedures, track access restrictions, personal protective equipment (PPE) standards, and security check-in requirements. All work must be coordinated through the Operations Control Center (OCC) at 888-560-5050, located at 2008 W. 5th Street, Santa Ana, California, with prior authorization required for any activity within six feet of tracks or ten feet of overhead power lines.
The guide emphasizes critical safety protocols across multiple operational areas, including roadway worker protection requiring orange high-visibility vests and closed-toe shoes in the yard, and ASTM F2413 EH-rated safety shoes with vests and clear safety glasses in the maintenance shop. Specialized work including hot work, confined space entry, chemical spill response, and lockout/tagout procedures require qualified individuals with prior OCC authorization. Key restrictions include prohibitions on personal electronic device use within six feet of any track, vehicle access limitations, mandatory walking on designated pathways, and the requirement that all rail vehicles be treated as having right-of-way with potential movement on any track in any direction at any time. The document establishes that safety is a core organizational value, grants all personnel stop-work authority to halt unsafe conditions or behaviors, and mandates immediate reporting of all incidents, injuries, and near-misses.
