About this opportunity

The City of Austin is requesting bids on automatic door maintenance, repair, replacement, inspection, and modernization services for all City departments under IFB 5000 JRN1041A, with bids due August 27, 2026. The scope encompasses 116 automatic doors—both sliding and swinging, motorized pedestrian-traffic doors—distributed across Austin Convention Center (35 doors), Austin Facilities Management locations (22 doors), Austin Water facilities (4 doors), Austin Parks and Recreation facilities (19 doors), and Austin Bergstrom International Airport (36 doors). Services include routine preventative maintenance, emergency repair, component replacement, and inspection visits.

The pricing structure separates labor (estimated 8,879 regular hours annually at 6:00 a.m.–5:00 p.m. Monday–Friday; 3,788 non-regular hours after 5:01 p.m. weekdays, weekends, and City holidays at no more than 150% of regular rates; and 6,301 annual inspection visits), routine and preventative maintenance visits (approximately 2,821 annual flat-fee visits), and materials and repair parts (estimated $360,000 annual spending with offeror markup capped at 25%, fixed throughout the contract term). All pricing must be submitted on the provided sheet without alterations; bids of zero are treated as no-charge items and blank responses may result in disqualification. The City reserves the right to award a single contract or multiple awards by line item or category combination.

Set-aside and preference programs are optional, not mandatory. A Small Business Preference applies to certified small businesses or non-small businesses with small business subcontractors representing at least 5% of contract value. A Local Business Preference applies to entities with headquarters in the Austin–Round Rock–San Marcos Metropolitan Statistical Area (Bastrop, Caldwell, Hays, Travis, and Williamson counties). Subcontracting is optional and subject to City approval; no MBE/WBE subcontracting goals have been assigned. Use of Small Business subcontractors is encouraged.

Contractors must obtain Living Wage Program certification at $22.05 per hour minimum for all assigned employees and subcontractors, submit individual employee certifications within 30 days of execution and annually thereafter, and comply with wage theft certification under Austin City Code Chapter 4-22. All contractor personnel accessing Austin Water facilities must pass criminal background checks and obtain security badges valid up to five years; access for regularly scheduled work is unescorted following approval, while other work requires Austin Water employee escort. Access to Austin Convention Center Department and Palmer Events Center requires temporary identification badges, entry through designated service entrances, and immediate badge return upon work completion. Commercial General Liability Insurance of $1 million per occurrence and $2 million aggregate, Workers' Compensation with $500,000 limits per injury type, Business Automobile Liability of $500,000, Umbrella/Excess Liability of $1 million per occurrence and in aggregate, Professional Liability of $500,000, and Environmental Impairment Liability of $500,000 are required; the City must be named as additional insured. Offerors must submit at least three verifiable references demonstrating relevant experience within the past five years and designate key contractor and city personnel for contract administration across multiple departments. Procurement Manager is Jackie Nunez.
