About this file

This is a technical specification document for the City of Austin Water Utility's Gregg Manor Lift Station and Offsite Wastewater Flow Meter Capital Improvement Project (Project Number 3353.146, Solicitation Number IFB 6100 CLMC1155). The document, prepared by Quiddity Engineering LLC and dated July 2026, comprises Volume 2 of 3 containing comprehensive technical specifications for lift station construction. The specifications detail requirements for multiple components including access roads, site development, chain link security fencing, submersible sewage pumps, and associated mechanical and electrical systems. The document references City of Austin Standard Technical Specifications and includes detailed sections on site selection criteria, security fencing (6-foot high chain link with 3 strands of barbed wire for 7-foot total height), access road construction (minimum 12 feet wide with turn-around capability), potable water service requirements, landscaping, and emergency generator installation. Specifications require compliance with TCEQ regulations, ADA requirements, and multiple industry standards including ASTM, ANSI, IEEE, and NFPA standards.

The specifications establish detailed functional and material requirements for all components, including concrete specifications (3000 psi minimum), galvanized steel materials with minimum 2.0 ounces zinc coating per square foot, and submersible pump efficiency standards. The document mandates contractor submittals for approval prior to fabrication, manufacturer technical representation during installation and testing, and comprehensive inspection and testing protocols during construction phases. The contractor must obtain recorded easements covering the entire site plus 3-foot boundaries and establish separate utility access easements minimum 25 feet wide. All disturbed site areas must be revegetated with native seed mix to 4-inch soil bed depth, and landscaping must follow xeriscape principles. Final acceptance requires correction of all identified deficiencies and compliance verification by City of Austin Water Utility personnel. The contractor provides 12-month warranty coverage for all work and materials from final acceptance date.

1.05 SYSTEM DESCRIPTION

A. Site Selection

1. In the selection of a site for a lift station, consideration shall be given to minimizing noise, odor, and other nuisance potential. The lift station site shall be located at least 100 feet from any building. A buffer zone is required between the lift station and its surrounding environment and shall contain natural vegetation and any other acceptable method to enable the lift station to blend into the surrounding environment.

2. The station site shall not be subject to flooding. Entrance hatches and all vents shall be at least one foot above the 100-year flood level. The

Electrical enclosure/building shall be at least two feet above the 100-year flood level.

3. The lift station site shall be well-drained away from any surrounding structures and shall be easily accessible from a street or highway to satisfy TCEQ 217.

B. Security Fence

1. The lift station site shall be enclosed by a security fence. All slabs, equipment and utilities shall be located within the fenced area no less than five (5) feet from the fence.

C. Access Road

1. The station shall have an all-weather access road with turn-around area.

Refer to Specification 02500 Access Road.

Page 2 of 3 Rev. 06/19/25

D. Easements

1. A separate recorded water and wastewater lift station easement is required. The easement shall cover the entire site and include a three (3) foot wide boundary outside and around the security fence. This easement must be secured and recorded prior to final acceptance of the lift station.

2. A separate recorded water and wastewater utility and access road easement is required. This easement shall be a minimum of 25 feet in width. The easement shall be shown on construction plans.

3. Easements shall be marked with iron pins.

E. Emergency Generator

1. An emergency generator for providing backup electrical power shall be required. The emergency generator shall be sized to run all equipment simultaneously, including all pumps, blowers, odor control, HVAC, instrumentation, lighting, and receptacles. Refer to Specification 16210

Emergency Generator.

F. Potable Water

1. All lift station sites must be provided with potable water service. A water service extension may be required if water utility lines are not near the site. The necessity for a water service extension will be determined on a case by case basis.

2. The service line must be sized to provide adequate water flow and pressure for wash-down purposes and irrigation of landscaping.

3. A reduced pressure zone backflow preventer (RPZ) is required at the point of connection to the water utility main. The required unit shall be a

Watts Reduced Pressure Zone Backflow Prevention System #009 with freeze proof cover. Provide backflow preventer report prepared by a certified tester indicating the device is installed correctly and operating properly.

4. A potable water yard hydrant with a hose connection vacuum breaker to prevent backflow shall be installed inside the lift station yard in a convenient location near the wet well. The yard hydrant shall be a

Freezeless Iowa Yard Hydrant Model Y34 or approved equal. The bury depth shall be a minimum of 2 feet. The hose connection vacuum breaker shall be constructed of brass with hose threaded connectors.

The native soil and the imported material shall be blended prior to placement.

H. Landscaping

1. If required by the City of Austin, landscaping shall be required. The site shall be landscaped following xeriscape principles of minimal watering requirements and low maintenance. The landscaping plan shall be designed to provide a visual 5-ft buffer/barrier between the site facilities and the property boundaries and shall be compatible with the expected surrounding neighborhood. Grass areas shall be established with buffalo grass (or similar short native grass). If necessary, irrigation systems shall be installed with programmable controllers to provide only sufficient water to sustain vegetation through their initial planting period and during prolonged periods of no rainfall.
