Addendum 1 to IFB 5000 JRN1041A: Automatic Door Maintenance Services

This addendum document pertains to the City of Austin's Invitation for Bids for automatic door maintenance, repair, replacement, inspection, and modernization services across multiple City departments. The scope encompasses 116 automatic doors (both sliding and swinging, motorized pedestrian-traffic doors) distributed across five facility locations: Austin Convention Center (35 doors), Austin Facilities Management locations (22 doors), Austin Water facilities (4 doors), Austin Parks and Recreation facilities (19 doors), and Austin Bergstrom International Airport (36 doors). Required services include routine preventative maintenance, emergency repair, component replacement, and inspection visits. The contract requires an estimated 8,879 regular labor hours annually (Monday–Friday, 6:00 a.m.–5:00 p.m.), 3,788 non-regular hours (after 5:01 p.m. weekdays, weekends, and City holidays at rates not exceeding 150% of regular rates), and 6,301 annual inspection visits. Approximately 2,821 annual routine and preventative maintenance visits at flat fees are also estimated. Bids were due August 27, 2026.

Pricing must be submitted on the City's provided sheet without alterations, with materials and repair parts estimated at $360,000 annually with offeror markup capped at 25% throughout the contract term. The City reserves the right to award a single contract or multiple awards by line item or category combination. A Small Business Preference applies to certified small businesses or non-small businesses with small business subcontractors representing at least 5% of contract value, while a Local Business Preference applies to entities headquartered in the Austin-Round Rock-San Marcos Metropolitan Statistical Area (Bastrop, Caldwell, Hays, Travis, and Williamson counties). Contractors must obtain Living Wage Program certification at $22.05 per hour minimum and provide commercial general liability insurance of $1 million per occurrence and $2 million aggregate, along with additional coverage including workers' compensation ($500,000 limits), business automobile liability ($500,000), umbrella/excess liability ($1 million), professional liability ($500,000), and environmental impairment liability ($500,000). The City must be named as additional insured. Access to Austin Water facilities requires criminal background checks and security badges, while access to the Austin Convention Center requires temporary identification badges through designated service entrances. Offerors must submit at least three verifiable references demonstrating relevant experience within the past five years, with Jackie Nunez designated as the Procurement Manager.

This addendum is to incorporate the following changes to the above referenced solicitation:

1.0 Clarifications: The Solicitation and Contract Package published with the solicitation has been deleted and replaced with the following, labeled Solicitation and Contract Packet Version 2.

2.0 Questions:

No. Question Response

If our company is registered through Austin Finance Online, are we registered?

Yes, if your company is registered through Austin Finance Online, the site would have provided you with a vendor code. This code indicates that your company is registered.

Please visit Austin Finance Online for further registration information.

Do I need to list all employees who will work on the doors, or do I just list myself as the contract administrator on the Living Wage Form?

The Contractor shall list all employees including subcontractors who are solely and directly involved in, or directly assigned to, this City project on the Living Wage Form.

Do I have to put the amount the employees make, or can I confirm they make more than the living wage on the form?

No, you cannot confirm that the employees make more than the living wage. The Contractor shall list all known employees of the Prime Contractor and its subcontractors who are directly assigned to this contract, along with their wage rates, on the form.

The offer reference form says three, but I also see somewhere else on the Scope of Work where it says five. How many references are required?

Three (3) references are required for this solicitation. The Scope of Work says the Contractor shall have five (5) years of experience in performing commercial automatic door maintenance and repairs. I have updated the Scope of Work Section 1.5. to clarify the City is requesting three (3) references. Please refer to this section.

How many Preventative Maintenance, PM’s a year?

Please refer to the Price Sheet for the annual estimate of PM’s a year.

Who previously held the contract, is this information available, if it is where can I find it?

D.H. Pace Company, Inc D/B/A Door Control Services, is the contractor that previously held the contract, and the contract information is available at Austin Finance Online.

On the Price Sheet there is Category 4 where you can list parts, we have a vast and long catalog, what should we list?

On the Price Sheet, the Category 4 section is for non‑specified services and products related to commercial automatic door maintenance and repairs. Please list any catalogs that may contain related services or products.

This section is also where you should list any possible markup for rental equipment that may be needed to provide these services. This section is informational;

however, if you do not include a percentage, the City will not be able to order from your catalog.

If we are not a small business or do not qualify as a small business, we do not have to submit the form, is that correct?

Yes, that is correct. If your business is not a small business or does not qualify as a small business, you do not have to submit the Small Business Preference form.

Could you please clarify the licensing, manufacturer-certification, and subcontracting requirements that apply?

The Contractor shall provide American Association of Automatic Door Manufacturers (AAADM)–certified technicians, as this is the required licensing standard.

Please refer to Section 1.5 of the Scope of Work for licensing requirements. Refer to Section 1.6 of the Scope of Work for manufacturer and contractor requirements.

Additionally, please review Section 2.2, Subcontracts, No MBE‑WBE Goals, in the Terms and Conditions for subcontracting requirements.
