About this opportunity

The Greater Orlando Aviation Authority (GOAA) has issued Request for Proposals 25-143-RFP-PS for Airport Consulting Services to support operations at Orlando International Airport and Orlando Executive Airport. The procurement seeks a professional consultant to provide comprehensive services including recommending airport facility rental and usage charges, projecting revenues, conducting financial analyses, preparing feasibility reports for bond issuance, and supporting various aviation-related studies. The contract will be non-exclusive and span five years, commencing approximately July 1, 2025. Key response dates include a question submission deadline of February 17, 2025, proposal submission deadline of March 5, 2025, potential interviews on March 24, 2025, and final board approval expected May 21, 2025. The evaluation process will utilize five scoring criteria: Experience and Qualifications (35%), Knowledge and Experience of Key Personnel (30%), Approach and Methodology (20%), Fee Schedule (10%), and Other Requirements (5%). Respondents must demonstrate at least five years of continuous, relevant experience, including work with two large hub airports in the United States and experience negotiating airline agreements.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Pricing will be structured on an hourly basis with varying rates for different professional levels, including Director, Associate Director, Senior Consultant, and Technical Specialist across the five-year contract period. Consultants must meet comprehensive insurance requirements, including commercial general liability, automobile liability, workers' compensation, and professional errors and omissions coverage with specific monetary thresholds. While no incumbent vendors are directly mentioned, the contract suggests a competitive selection process with multiple potential respondents. The procurement does not specify an exact budget range, but the detailed requirements and multi-year scope indicate a substantial professional services contract. Respondents will need to provide a comprehensive fee schedule and demonstrate significant expertise in airport financial consulting, aviation market analysis, and regulatory compliance.
