About this opportunity

The Town of Palm Beach, Florida is soliciting competitive sealed bids for ventilation improvements at three wastewater pump stations: A-39, A-42, and A-43. This invitation to bid (ITB) requires qualified contractors to furnish all labor, materials, equipment, and services necessary to construct complete and functional ventilation systems including wetwell/drywell ventilation, exhaust fans, louvers, ductwork, electrical modifications, and site restoration across all three stations. Selected vendors must possess a valid General Contractor License and be a Certified Electric Contractor in Florida, with a minimum of three years of experience in municipal or commercial contracts and successful performance on at least three comparable projects of similar type, size, complexity, and scheduling. The project encompasses fifteen pay items organized by pump station, with performance requirements including ventilation fans capable of delivering 1,500 CFM at 1.0 inch water gauge for intake systems and 1,650-1,653 CFM at 0.3 inch water gauge for exhaust systems. All work must comply with the National Electrical Code (NFPA 70), Electrical Safety in the Workplace (NFPA 70E), Florida Building Code with amendments, and local county and city codes. Contractors must submit bids online through Euna Procurement (Bonfire) by April 13, 2026, with a non-mandatory but strongly encouraged pre-bid meeting scheduled virtually via Microsoft Teams on a date specified in the events section; this meeting represents the sole forum for direct clarification from the Project Manager and Town staff. Award will be made to the lowest responsive and responsible bidder meeting all requirements and criteria, though the Town reserves the right to award on an all-or-none or line-by-line basis, with bid prices remaining valid for ninety days from submission.

No set-aside designations for disadvantaged enterprises or restrictions on organization types are identified in the procurement documents. All contractors submitting bids must comply with multiple mandatory compliance and certification requirements, including submission of performance and payment bonds (for projects valued at $200,000 or more), comprehensive insurance coverage (including general liability of $1,000,000 per occurrence/$2,000,000 aggregate, workers' compensation at statutory Florida limits, and umbrella/excess liability of $2,000,000), E-Verify registration and compliance, a drug-free workplace certification, proof of at least five current professional references from work completed within the last three years, and affidavits confirming compliance with foreign entity ownership prohibitions and human trafficking laws. The contractor must also provide a list of proposed subcontractors and secure electronic surety bonds through the Surety2000 platform (bid bond of 5 percent of total bid amount for bids of $100,000 and over). The specific contract award value or budget range is not disclosed in the procurement documents; however, liquidated damages are assessed according to the FDOT FY 2025-26 schedule at $904 per calendar day for contracts under $300,000, with higher rates applicable to larger contract values. All work must be completed during authorized construction hours only, excluding Sundays and Town-observed holidays, with a one-year maintenance warranty required following substantial completion, and the contractor bears full responsibility for obtaining all required permits from the Town of Palm Beach Public Works and Building Departments.
